Job Overview: The position of International ConsultantDigital Transformation DRR-M is focused on assessing Djibouti's readiness for digital transformation specifically in the context of disaster risk reduction (DRR) and management. The consultant will be tasked with conducting a thorough evaluation of the current state of digital governance, technological integration, and the effectiveness of early warning systems (EWS) in Djibouti. The consultant is expected to provide actionable recommendations that will enhance the country's digital capabilities and resilience against disasters. This role is critical as it aims to leverage technology to improve disaster preparedness and response, ensuring that Djibouti can effectively manage risks associated with natural disasters. The assignment is expected to last for 45 working days over a period of three months, during which the consultant will engage with various stakeholders to gather data and insights necessary for the assessment.
Duties and Responsibilities: The consultant will be responsible for the following duties:
Conduct a comprehensive assessment of Djibouti’s current digital infrastructure and governance related to disaster risk reduction.
Analyze existing early warning systems and their effectiveness in disaster management.
Identify gaps in technological integration and interoperability among various stakeholders involved in disaster risk management.
Engage with government officials, local communities, and other relevant stakeholders to gather qualitative and quantitative data.
Develop a set of actionable recommendations aimed at strengthening digital governance and enhancing the resilience of early warning systems.
Prepare and present a detailed report outlining findings, recommendations, and a roadmap for implementation.
Collaborate with UNDP and other partners to ensure alignment with national and international standards in disaster risk management.
Required Qualifications: Candidates must possess a strong background in digital transformation, disaster risk reduction, and management. A proven track record of working with governmental and non-governmental organizations in similar contexts is essential. The consultant should have expertise in technology integration, data analysis, and stakeholder engagement. Strong analytical and communication skills are required, along with the ability to work independently and meet deadlines. Familiarity with the specific challenges faced by Djibouti in terms of disaster risk management will be an advantage.
Educational Background: A master’s degree or higher in a relevant field such as information technology, disaster management, public administration, or a related discipline is required. Additional certifications in digital transformation or disaster risk management will be considered an asset.
Experience: The position requires a minimum of 5 years of relevant professional experience in digital transformation, disaster risk reduction, or related fields. Experience working in developing countries, particularly in the context of disaster management, is highly desirable. Previous experience with UN agencies or similar international organizations will be an advantage.
Languages: Fluency in English is mandatory, while proficiency in French is highly desirable. Knowledge of local languages spoken in Djibouti will be considered an asset, as it may facilitate better engagement with local stakeholders.
Additional Notes: This position is classified as an individual contractor role, and the contract duration is for 45 working days over a three-month period. The consultant is expected to work remotely, with potential travel to Djibouti as necessary for stakeholder engagement. The position is full-time, and candidates from various countries are encouraged to apply.
