Job Overview:
The Budget and Programming Associate G6 position at WFP is designed to provide specialized support for the planning, monitoring, and analysis of financial results related to various projects. The role is crucial in promoting the optimal use of financial resources, ensuring that funds are allocated efficiently and effectively to meet the needs of vulnerable populations. The associate will be responsible for examining budget plans, analyzing financial outcomes, and making recommendations based on best practices and WFP's financial policies. This position requires a proactive approach to problem-solving and a commitment to continuous improvement in financial management processes. The associate will also play a key role in supporting supply chain management and ensuring that operational effectiveness is maximized during project implementation.

Duties and Responsibilities:
  • Examine budget plans and closely monitor financial results of projects, formulating recommendations in accordance with best practices and WFP policies to sustain financial analysis and resource optimization.
  • Conduct thorough analyses of fund balances and donations, identifying surpluses and deficits, and proposing corrective measures to maximize fund utilization and support decision-making processes.
  • Assist in supply chain management by ensuring efficient oversight to prevent and address supply disruptions, thereby maximizing operational effectiveness.
  • Contribute to the improvement of internal processes, strengthening institutional systems, and designing tools to facilitate overall planning, expenditure forecasting, budget management, and resource utilization tracking.
  • Input budget plan information into institutional systems, ensuring timely and accurate data entry for easy access and supporting planning and decision-making.
  • Review, compile, and analyze data, maintaining accurate records and files, and preparing periodic and special reports to support the accuracy and efficiency of information presented to stakeholders.
  • Maintain communication with various stakeholders regarding project fund management and related processes to clarify discrepancies and optimize fund usage.
  • Provide guidance to other support staff and contribute to their professional development in budget planning, fund management, and operational planning to enhance staff competency and service consistency.
  • Follow standard emergency preparedness practices to ensure WFP is ready to respond quickly and deploy necessary resources to affected areas at the onset of a crisis.

Required Qualifications:
The position requires a minimum of six years of progressively responsible work experience in the relevant functional area, with a strong background in administrative work. Candidates must possess a post-secondary education certificate in a relevant field. Proficiency in financial management and budget analysis is essential, along with the ability to work collaboratively in a team environment. Strong analytical skills and attention to detail are critical for success in this role, as well as the ability to communicate effectively with various stakeholders.

Educational Background:
Candidates must have completed their pre-university education cycle and possess a post-secondary education certificate in a relevant functional area. This educational background is essential to ensure that the associate has the foundational knowledge necessary for effective budget and programming management.

Experience:
A minimum of six years of progressively responsible experience in the relevant functional area is required. This experience should include a strong focus on administrative work and financial management, demonstrating the ability to handle complex budgetary processes and contribute to effective resource allocation.

Languages:
Fluency in spoken and written Spanish is mandatory for this position, as it is the primary language of communication within the organization and with local stakeholders. Proficiency in English is desirable, as it may facilitate communication with international colleagues and stakeholders.

The position is classified as a Fixed Term contract at Grade G6, with a duration of 12 months and the possibility of extension based on organizational needs.
