Job Overview:
The Legal Research Assistant position is integral to supporting ESCWA’s program in Syria, particularly in the context of the ongoing transitional phase following the conflict. The role involves conducting thorough legal research and analysis to inform policy discussions and reform efforts. The assistant will be expected to deliver comprehensive reports, policy briefs, and analytical summaries that address key legal and regulatory issues affecting Syria. This position requires a proactive approach to research, with an emphasis on understanding the complex socio-political landscape of Syria and its implications for governance and development. The Legal Research Assistant will work closely with the Syria Portfolio Coordinator and the NAFS Programme manager, contributing to the overall objectives of the program by providing evidence-based insights and recommendations.

Duties and Responsibilities:
The Legal Research Assistant will be responsible for a variety of tasks, including but not limited to: conducting primary and secondary research on assigned topics relevant to Syria; performing legal research that involves reviewing laws and regulations pertinent to key policy issues; drafting briefs and comparative analyses to inform discussions and reform efforts; preparing comprehensive written reviews and analytical summaries of literature in both Arabic and English; compiling detailed reports on the legislative and institutional frameworks governing specific sectors in Syria; contributing to the drafting and finalization of written outputs related to Syria; taking detailed notes during meetings and focus groups; and assisting with other tasks as required by the Programme Manager. This role demands a high level of analytical thinking, attention to detail, and the ability to synthesize complex information into clear and actionable insights.

Required Qualifications:
Candidates must possess a Bachelor’s degree in law, international affairs, or a related field. An advanced university degree in these fields is highly desirable. All applicants are required to submit a copy of their educational qualifications, as incomplete applications will not be considered. Additionally, candidates must demonstrate a minimum of 7 years of professional work experience in legal studies, showcasing their expertise in legal research and analysis. Strong communication and teamwork skills are essential, as the role involves collaboration with various stakeholders. Experience in conducting research specifically on Syria or other conflict-affected countries is required, along with a solid understanding of legislative and regulatory frameworks. Familiarity with United Nations Rules and Procedures is considered an asset.

Educational Background:

Fluency in English and Arabic is mandatory for this position, as these are the primary working languages of ESCWA. Candidates must demonstrate proficiency in all four areas of language use: speaking, reading, writing, and understanding. While French is also a working language of the United Nations Secretariat, fluency in Arabic and English is essential for effective communication and collaboration within the organization.
