Job Posting Organization:

Job Overview:
The consultant will play a crucial role in supporting the NAFS programme, which has been operational since 2012 and aims to facilitate technical dialogue among Syrians from various backgrounds. The position involves developing a comprehensive monitoring and evaluation (M&E) framework that will track the progress of the programme's objectives. This includes creating tools and templates for data collection and performance tracking, as well as capturing lessons learned to enhance future initiatives. The consultant will also assist in resource mobilization efforts by developing high-quality concept notes that align with the identified priorities of the NAFS programme. The role is pivotal in ensuring that the programme's impact is effectively measured and communicated, thereby supporting the broader goals of governance and social cohesion in post-conflict Syria.

Duties and Responsibilities:
The consultant will be responsible for several key duties, including:
  • Assisting in the delivery of the M&E framework for both new and ongoing projects under the NAFS programme. This involves developing necessary tools, templates, and guidelines for effective data collection, tracking, and reporting.
  • Ensuring that the M&E tools incorporate mechanisms for capturing lessons learned and best practices, which will contribute to internal knowledge-sharing processes. This may include the development of learning briefs, case studies, or summary notes as required.
  • Supporting the NAFS Programme Manager in crafting concept notes and mobilizing resources from potential new donors for priority projects, as well as addressing other requests as agreed upon with the Programme Manager.

Required Qualifications:
Candidates must possess a Bachelor's degree in Political Science, International Relations, International Development, Programme Management, or a related field. An advanced university degree in these areas is highly desirable. All applicants are required to submit a copy of their educational qualifications, as incomplete applications will not be considered. Additionally, a minimum of 8 years of relevant experience working with international development or humanitarian agencies is required, with a preference for experience in donor relations, resource mobilization, communication, or project development. Experience specifically working with donors in the Arab region is also desirable.

Educational Background:
The position requires a Bachelor's degree in a relevant field such as Political Science, International Relations, International Development, or Programme Management. An advanced degree in these disciplines is preferred, indicating a higher level of expertise and understanding of the complexities involved in international development and humanitarian work.

Experience:
Candidates should have at least 8 years of professional experience in the field of international development or humanitarian assistance. This experience should ideally include work with donor relations, resource mobilization, and project development, particularly within the context of the Arab region. The role demands a strong understanding of the dynamics of international aid and the ability to navigate complex stakeholder environments.

Languages:
Fluency in English is mandatory for this position, as it is one of the working languages of the United Nations Secretariat. Candidates must demonstrate proficiency in all four areas of language use: speaking, reading, writing, and understanding. Knowledge of French is also beneficial, as it is another working language of the UN. Additionally, Arabic is a working language of ESCWA, and familiarity with it would be advantageous but is not explicitly required for this role.
