Job Description
Job Posting Organization:
The organization is focused on improving sexual and reproductive health in Mozambique, particularly in the context of family planning services. It has made significant strides in increasing access to contraceptives, evidenced by the doubling of the modern contraceptive prevalence rate from 11% in 2011 to 25% in 2022/2

The organization is committed to empowering women and girls by enhancing their reproductive health choices and reducing maternal and child mortality rates.

Job Overview:
The Logistics Associate plays a crucial role in managing the downstream supply chain activities for contraceptives in the provinces of Niassa, Nampula, Sofala, and Inhambane. This position is vital for ensuring that contraceptives are available and accessible to women and girls, particularly in underserved populations. The Logistics Associate will work closely with program and operations teams to resolve logistical issues and ensure effective distribution of contraceptives. The role requires strategic oversight of logistics operations, including the development and implementation of distribution plans, inventory management, and collaboration with health authorities and partners. The Logistics Associate will also be responsible for maintaining accurate logistics data and reporting on supply chain performance.

Duties and Responsibilities:
  • Provide logistical support in collaboration with program and operations teams to resolve logistical-related issues.
  • Manage and oversee all contraceptive logistics operations to ensure efficient and compliant distribution.
  • Develop and implement contraceptive distribution plans at the provincial level, coordinating with districts and health units.
  • Collaborate with the Provincial Health Directorate and Provincial Medicine Depot, participating in pre- and post-distribution meetings.
  • Manage inventory levels, identifying corrective actions for stock-outs or overstock situations.
  • Coordinate with transporters, warehouse staff, and implementing partners to ensure efficient logistics operations.
  • Supervise the loading, dispatch, and receipt of medicines, ensuring accuracy and integrity of deliveries.
  • Ensure adherence to proper storage and transport conditions.
  • Record, monitor, and report logistics data using nSIMAM and SIGLUS systems. 1
  • Track shipments and ensure timely delivery to the last mile. 1
  • Prepare and submit regular logistics and distribution reports. 1
  • Collaborate with family planning program partners and participate in coordination meetings with the Ministry of Health and other stakeholders. 1
  • Support capacity building of provincial, district, and health facility personnel in logistics management procedures. 1
  • Implement a routine distribution vehicle maintenance schedule and optimize distribution routes.

Required Qualifications:
  • First level degree or higher in pharmacy, business administration, public administration, or a related field.
  • Knowledge in Procurement, Logistics, Quality Management Systems, and Supply Chain is desirable.
  • Six years of relevant experience in supply chain, logistics, demand planning, procurement strategies, and related fields.
  • Proven experience in warehouse management and operations.
  • Understanding of development and humanitarian work.
  • Experience in international public procurement or contracts and supplier management is highly desirable.
  • Familiarity with UN Logistics, Incoterms, and procurement regulations is an advantage.
  • Proficiency in current office software applications, particularly Excel at an intermediate level.

Educational Background:
Candidates must possess at least a first-level degree in pharmacy, business administration, public administration, or a related field. Advanced degrees or specialized training in logistics or supply chain management would be advantageous, as they would provide a deeper understanding of the complexities involved in managing logistics for health and pharmaceutical products.

Experience:
The position requires a minimum of six years of relevant experience at both national and international levels. This experience should encompass various aspects of supply chain management, including logistics, demand planning, procurement, and emergency response. Candidates should have a proven track record in warehouse management and a solid understanding of the development and humanitarian sectors. Experience with UN logistics and procurement processes will be highly regarded, as will familiarity with software tools used for logistics and warehouse management.

Languages:
Excellent verbal and written communication skills in both English and Portuguese are mandatory for this position. Proficiency in these languages is essential for effective collaboration with local partners and stakeholders, as well as for reporting and documentation purposes. Additional language skills may be considered an asset but are not required.

Additional Notes:
The consultancy will last for 11 months, with the consultants based in the provinces of Niassa, Nampula, Sofala, and Inhambane. Monthly reports will be delivered electronically to the supervisor. The consultants are expected to travel within these districts, with travel costs covered by UNFPA. The position is full-time and requires a commitment to improving access to family planning services in Mozambique.
