Job Overview: The Strategic ESG Analyst will play a pivotal role in supporting the Ministry of Economic Development and Digitalization (MEDD) in Moldova by providing technical assistance in the development, implementation, and monitoring of green transition and Environmental, Social, and Governance (ESG) policies. This position is crucial as Moldova seeks to align its national policies with European Union standards, particularly in light of its recent status as an EU candidate country. The analyst will work closely with various stakeholders to ensure that the green transition is effectively integrated into Moldova's economic and environmental strategies. The role involves conducting legislative analysis, supporting policy development, designing ESG implementation pilots, and coordinating institutional and stakeholder efforts to promote sustainable practices across the country.
Duties and Responsibilities:
Conduct legislative analysis and alignment with ESG frameworks, identifying gaps and proposing amendments to existing laws and regulations.
Support the policy development process by assessing current MEDD strategies and integrating ESG principles into policy cycles.
Design and coordinate pilot initiatives that demonstrate ESG integration in practice, producing practical tools for implementation.
Serve as the focal point for ESG and green-transition matters within MEDD, ensuring coherent policy drafting and execution.
Provide operational support to MEDD leadership, preparing briefs and coordinating day-to-day implementation of ESG-related activities.
Engage with various stakeholders, including other ministries, private sector actors, and civil society organizations, to advance the ESG agenda and mobilize resources.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in relevant fields such as Economics, Public Administration, Law, Public Policy, Environmental Studies, Sustainability, or Business Administration. Alternatively, a first-level university degree (bachelor’s degree) combined with four years of relevant experience will be considered. A minimum of two years of experience (with a master’s degree) or four years (with a bachelor’s degree) in developing and implementing ESG and/or Green Transition policies is required. Candidates should demonstrate strong analytical, strategic thinking, and policy development skills, as well as the ability to work collaboratively with cross-functional teams.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as Economics, Public Administration, Law, Public Policy, Environmental Studies, Sustainability, or Business Administration. A first-level university degree (bachelor’s degree) may be accepted in combination with additional qualifying experience. Additional training or certification in ESG and sustainable finance is considered an asset.
Experience: The position requires a minimum of two years of relevant experience for candidates with a Master’s degree or four years for those with a Bachelor’s degree. Experience should include developing and implementing ESG policies, public administration, capacity building, and institutional development. Familiarity with environmental and sustainability policies is advantageous, as is previous experience working with governmental bodies or international organizations.
Languages: Fluency in English and Romanian is mandatory. Knowledge of one or more minority languages relevant to Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, or sign language, is considered an asset.
