Job Overview:
The Data Analyst position is integral to the 'Digital Transformation of Social Protection' Project, which aims to address the inefficiencies and limited digital integration within Moldova's social protection system. The role involves mapping existing data sources, assessing their quality and interoperability, and producing reports and dashboards that highlight service delivery gaps and geographic inequalities. The Data Analyst will also support the development of analytics modules to forecast needs and risks, thereby informing proactive interventions. This position requires a strong focus on stakeholder engagement, as the Data Analyst will work closely with the Ministry of Labour and Social Protection (MLSP) to build internal capacity for data analysis and decision-making. The overarching goal is to enhance the social welfare of Moldovan citizens, particularly the most vulnerable, by establishing a more efficient and responsive social protection framework through digital transformation.

Duties and Responsibilities:
The Data Analyst will be responsible for a variety of tasks including:
  • Data Collection, Management, and Integration: Mapping existing social protection data sources from MLSP and subordinate agencies, assessing their quality, coverage, and interoperability. Producing regular reports and dashboards on social protection coverage, service delivery, and identifying bottlenecks in existing workflows.
  • Data Visualization and Reporting: Preparing clear visualizations for different audiences, supporting the development of real-time reporting tools, and disaggregating data by vulnerable groups to identify digital divides.
  • Stakeholder Engagement, Training, and Knowledge Management: Collaborating with MLSP to build internal capacity for data analysis, co-designing KPIs for eSocial, and training MLSP staff on data literacy and dashboard usage.
  • Keeping up with best practices in social protection analytics and suggesting innovations in data governance and analytics techniques. The incumbent may also perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in Economics, Statistics, Data Science, Public Policy, Social Sciences, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) in the aforementioned areas combined with an additional two years of qualifying experience will be considered. Applicants with a Master’s degree are not required to have professional work experience, while those with a Bachelor’s degree must have a minimum of two years of experience with data visualization and data collection tools. Familiarity with large administrative databases and statistical analysis software is also required.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as Economics, Statistics, Data Science, Public Policy, or Social Sciences. A first-level university degree (Bachelor’s degree) in these areas, combined with two years of relevant experience, is also acceptable. This educational foundation is crucial for understanding the complexities of data analysis and its application in social protection contexts.

Experience:
The level of experience needed for this position varies based on educational qualifications. Applicants with a Master’s degree are not required to have prior professional experience, while those with a Bachelor’s degree must have at least two years of experience in data visualization and data collection tools. Experience in using large administrative databases and statistical analysis software is essential, along with knowledge in thematic areas relevant to the project, such as social protection and digital transformation in public service provision.

Languages:
Fluency in Romanian and English is mandatory for this position. Additionally, knowledge of one or more minority languages relevant to Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, and sign language, is considered an asset. This linguistic capability is important for effective communication and engagement with diverse stakeholders in the social protection sector.
