Job Overview:
The Monitoring & Evaluation Officer position is crucial for leading and coordinating all Monitoring and Evaluation (M&E) functions within the WFP Country Office. This role is designed to ensure high-quality data collection, analysis, and reporting, which are essential for evidence-based decision-making. The officer will oversee various aspects of M&E, including risk-based monitoring, quality assurance, and the production of key M&E information products. Additionally, the officer will provide technical support for project design, audits, evaluations, and corporate reporting. The role involves contributing to the development of the Country Office Logframe and Line of Sight, as well as representing WFP in inter-agency, donor, and stakeholder coordination mechanisms to ensure that M&E findings inform programming and accountability. The position requires a proactive approach to managing M&E activities and fostering collaboration with various stakeholders to enhance the effectiveness of WFP's humanitarian assistance efforts.

Duties and Responsibilities:
The key accountabilities for the Monitoring & Evaluation Officer include supervising and guiding the M&E team’s workstreams, which encompass planning and coordination, data collection and analysis, distribution, activity implementation (AIM), and post-distribution monitoring (PDM). The officer will oversee risk-based monitoring and quality assurance, ensuring the consistent application of corporate policies and minimum monitoring requirements. Responsibilities also include producing and disseminating M&E information products such as dashboards, monitoring reports, and analytical briefs for program units, donors, and senior management. The officer will provide technical support and quality assurance across related workstreams, including M&E inputs for project design, audits, evaluations, donor proposals, and annual corporate reporting. Planning and coordinating decentralized evaluations, supporting the design of the Country Office Logframe and Line of Sight, and representing WFP in inter-agency coordination mechanisms are also key responsibilities. The officer will perform other related duties as required, ensuring that M&E findings and evidence inform joint planning and resource mobilization efforts.

Required Qualifications:
Candidates must possess an advanced university degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, or a related field, along with three years of relevant work experience. Alternatively, a first university degree with five years of related work experience and/or training/courses is acceptable. Practical expertise in food security assessments, monitoring, reviews, or evaluations, including design, data collection, analysis, and report drafting, is essential. Candidates should have experience in data collection using various analytical tools and methods for causality analysis, as well as skills and knowledge in statistical analysis. Demonstrated technical knowledge and understanding of Monitoring & Evaluation standards in humanitarian contexts are required, along with previous supervisory experience with UN agencies or NGOs. Experience in delivering training for diverse audiences and cultivating sustainable relationships with local organizations and implementing partners is also important.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, or other related disciplines. Candidates with a first university degree must have additional relevant work experience and/or training to meet the qualifications. The emphasis is on obtaining a strong foundation in analytical skills and methodologies pertinent to monitoring and evaluation in humanitarian contexts.

Experience:
The position requires candidates to have a minimum of three years of relevant work experience if they hold an advanced university degree, or five years if they possess a first university degree. This experience should include practical expertise in food security assessments, monitoring, reviews, or evaluations, with a focus on design, data collection, analysis, and report drafting. Candidates should also demonstrate experience in using various analytical tools and methods for causality analysis, as well as a solid understanding of Monitoring & Evaluation standards in humanitarian contexts. Previous supervisory experience with UN agencies or NGOs is highly valued, along with a proven track record of delivering training to diverse audiences and building sustainable relationships with local organizations and implementing partners.

Languages:
Fluency in both written and oral communication skills in English and Myanmar is mandatory for this position. Proficiency in these languages is essential for effective communication and collaboration within the team and with external stakeholders. Additional language skills may be considered an asset but are not explicitly required.
