The organization operates in numerous countries worldwide, providing support and assistance to migrants, refugees, and internally displaced persons (IDPs). In Libya, IOM has been active since 2006, addressing the needs of vulnerable populations affected by the complex political context characterized by ongoing tensions and security" style="border-bottom: 1px dotted #007bff !important;">security challenges. IOM's mission in Libya includes working with local authorities, the United Nations system, and various organizations to enhance the capacities of communities to support migrants and displaced populations effectively.
Job Overview: The Protection Capacity Building Officer will play a crucial role in supporting the implementation of IOM Libya's Protection Capacity Building activities. This position involves working under the supervision of the Protection Policy and Capacity Development Officer and the Senior Protection Associate (Capacity Building). The incumbent will be responsible for coordinating and supporting the day-to-day organization and implementation of project activities, particularly in the preparation and facilitation of protection trainings, roundtables, meetings, and workshops. The role requires effective communication with internal and external partners to develop and implement capacity-building initiatives. The officer will also contribute to project monitoring and reporting by tracking and documenting relevant data related to training and capacity-building activities, ensuring that all activities are reported in a timely and complete manner. The position is based in Tripoli, with travel to other areas of responsibility throughout Libya.
Duties and Responsibilities: The duties and responsibilities of the Protection Capacity Building Officer include:
Assisting in the coordination and support of daily project activities, including the organization of protection trainings, roundtables, meetings, and workshops.
Communicating with internal and external partners to facilitate the development and implementation of capacity-building activities.
Contributing to project monitoring and reporting by tracking and documenting relevant data related to training and capacity-building initiatives.
Ensuring that all relevant data is collected and recorded in accordance with project indicators and reporting schedules.
Supporting the development of curricula and materials for training sessions.
Coordinating logistical aspects of training and capacity-building activities, including invitations, venue arrangements, interpretation, materials, and travel logistics.
Providing technical or logistical support during the implementation of activities as needed.
Performing other duties as assigned by management.
Required Qualifications: The required qualifications for the Protection Capacity Building Officer position include:
A Bachelor’s degree from an accredited academic institution in Political or Social Sciences, Development Studies, Human Rights, Communication, International Relations, Law, or a relevant field, along with three years of relevant professional experience. Alternatively, a High School degree with five years of relevant professional experience is acceptable.
Proven experience in the field of migration and/or protection, with at least two years of work experience.
Prior experience in working on capacity development initiatives is highly desirable.
Proficiency in Microsoft applications and strong computer literacy.
Demonstrated reliability, efficiency, professionalism, and organizational skills, with the ability to work under pressure and meet strict deadlines.
Strong analytical skills and attention to detail.
Educational Background: Candidates must possess a Bachelor’s degree from an accredited institution in a relevant field such as Political or Social Sciences, Development Studies, Human Rights, Communication, International Relations, or Law. Accredited universities are those listed in the UNESCO World Higher Education Database. Alternatively, candidates with a High School degree and five years of relevant professional experience may also be considered.
Experience: The position requires at least two years of work experience in the field of migration and/or protection. Candidates should have prior experience in capacity development initiatives, showcasing their ability to contribute effectively to the organization's goals. Experience in project monitoring and reporting is also beneficial, as well as a strong understanding of the challenges faced by migrants and displaced populations in Libya.
Languages: Fluency in English and Arabic is required for this position, both oral and written. A working knowledge of French is desirable, as IOM's official languages include English, French, and Spanish. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to local recruitment, and only candidates holding a valid residence and work permit for Libya will be considered. Any offer made to the candidate is contingent upon funding confirmation. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. The appointment will be subject to certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government.
