Job Overview: The consultancy position involves leading the demarcation analysis for the population census in Jordan, which is crucial for understanding the demographic structure and distribution of the population. The consultant will work closely with the Department of Statistics (DOS) to analyze the results of the recent demarcation process, comparing them with Census 2015 data to identify spatial, demographic, and structural changes. This role requires a strong background in statistics or demography, as well as experience in data collection, processing, and analysis. The consultant will also be responsible for training DOS staff to enhance their analytical capacity in statistical demarcation, ensuring clarity and consistency in data interpretation. The consultancy is expected to last for 10 working days within a one-month period, starting on November 2, 2025, and will be conducted on-site at the DOS in Amman, Jordan.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
Analyzing the results of the recent demarcation process and comparing them with Census 2015 data to identify and interpret changes.
Assessing current block sizes across the Kingdom versus 2015 levels and analyzing the drivers of change across governorates.
Examining data on buildings and housing units, identifying and explaining key differences between 2015 and 2026, and conducting a detailed analysis.
Projecting future developments in buildings, housing units, households, and population.
Calculating indicators and rates for buildings, housing units, households, and individuals for the period of 2015–202
Training DOS staff to enhance their analytical capacity in statistical demarcation and ensuring clarity and consistency in data interpretation. The consultant will work closely with DOS and UNFPA Jordan to ensure that deliverables meet agreed quality and deadlines.
Required Qualifications: Candidates must possess a Bachelor’s degree in demography, statistics, or related social sciences with at least 7 years of relevant experience, or a Master’s degree with a minimum of 5 years of relevant experience in data collection, processing, and analysis. A strong background in statistics or demography is essential, along with proven experience in training, data analysis, and report writing. Knowledge of population and housing census processes is required, as well as excellent computer literacy, particularly in MS Office and database management. Experience with the UN System and demographic surveys is considered an asset. Proficiency in Arabic is mandatory, while proficiency in English is an additional asset.
Educational Background: The educational background required for this position includes a Bachelor’s degree in demography, statistics, or related social sciences. A Master’s degree in a relevant field is preferred and may reduce the required years of experience. The educational qualifications should provide a solid foundation in statistical methods and demographic analysis, which are critical for the tasks involved in this consultancy.
Experience: The level of experience required for this consultancy is significant, with a minimum of 7 years of relevant experience for candidates with a Bachelor’s degree, or 5 years for those with a Master’s degree. This experience should encompass data collection, processing, and analysis, as well as training and report writing. Candidates should have a proven track record of working with demographic data and an understanding of the census processes, which will be crucial for the successful execution of the consultancy tasks.
Languages: Proficiency in Arabic is mandatory for this position, as the consultant will be working closely with local stakeholders and data. English proficiency is considered an asset, as it may facilitate communication with international partners and enhance the consultant's ability to engage with a broader audience.
