Job Overview: The M&E Analyst plays a crucial role in monitoring and evaluating the progress of UNFPA's programs in Yemen. This position is responsible for ensuring that the Country Programme Evaluation Plan and the monitoring and evaluation framework are executed effectively, adhering to international and organizational standards. The M&E Analyst will report directly to the Deputy Representative and will be instrumental in providing technical support to the UNFPA program team and implementing partners. The role involves developing monitoring indicators, maintaining high-quality data for reports, and organizing evaluations to ensure that the programs meet their objectives. The M&E Analyst will also contribute to capacity building for national counterparts and facilitate knowledge sharing of results and lessons learned from various programs.
Duties and Responsibilities: The M&E Analyst will provide timely and effective technical support on monitoring and evaluation to the UNFPA program team and implementing partners. Key responsibilities include developing monitoring indicators, monitoring calendars, and field monitoring plans for the country program and action plans. The analyst will ensure the availability of high-quality data for annual reports and reviews, provide technical support for program reviews, and organize evaluations while adhering to UNFPA evaluation quality standards. Additionally, the analyst will monitor donor-funded programs, conduct annual appraisals of program results, and assist in knowledge sharing of results and experiences. The role also involves contributing to institutional capacity building for planning, monitoring, and evaluation, developing relevant tools, and representing UNFPA in data taskforces and working groups.
Required Qualifications: Candidates must possess an advanced degree or equivalent in Statistics, Economics, Development, Business/Public Administration, or a related social science field. They should have at least two years of increasingly responsible professional experience in planning, designing, and managing development programs and projects. Substantive knowledge and practical experience in monitoring and evaluation in development work are essential, along with experience in humanitarian rapid assessment. Knowledge of monitoring indicators related to population and development, sexual and reproductive health, and gender is required. Strong communication and writing skills in English, along with proficiency in current office software applications, are also necessary.
Educational Background: An advanced degree or equivalent in a relevant field such as Statistics, Economics, Development, Business/Public Administration, or other related social sciences is required for this position. This educational background is essential to ensure that the candidate has the necessary analytical and technical skills to perform the duties of the M&E Analyst effectively.
Experience: The position requires a minimum of two years of progressively responsible professional experience in the planning, design, and management of development programs and projects. Candidates should have substantive knowledge and practical experience in monitoring and evaluation, particularly in development work. Experience in humanitarian rapid assessment, monitoring, and evaluation is considered an asset, as is familiarity with monitoring indicators for population and development, sexual and reproductive health, and gender.
Languages: Fluency in English and Arabic is essential for this position. Proficiency in both languages is necessary to effectively communicate and collaborate with diverse stakeholders, including government counterparts, donor agencies, and civil society organizations.
