Job Overview:
The Programme and coordinator" style="border-bottom: 1px dotted #007bff !important;">Administrative Coordinator will play a crucial role in supporting IOM Sri Lanka's efforts to manage migration-related challenges, particularly those linked to environmental issues and climate change. The incumbent will work under the guidance of the Chief of Mission and the Programme Manager, ensuring that project tasks are executed effectively and in alignment with IOM policies and donor requirements. This position requires a proactive approach to coordinating various aspects of project implementation, including operational, administrative, and financial components. The Coordinator will also be responsible for providing technical guidance on migration and environmental issues, drafting reports, and maintaining communication with stakeholders. The role demands a strong understanding of the intersection between migration, climate change, and disaster risk reduction, as well as the ability to engage with diverse partners and contribute to capacity-building initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Programme and Administrative Coordinator include:
  • Coordinating and monitoring the operational, administrative, and financial aspects of assigned projects in accordance with IOM policies and donor requirements.
  • Providing technical guidance on migration, environment, climate change, and disaster risk reduction.
  • Drafting reports and general information on program activities as requested.
  • Keeping supervisors informed on project implementation status, identifying gaps, and suggesting improvements.
  • Participating in the development and adjustment of work plans, project budgets, and monitoring tools.
  • Coordinating data collection, verification, and analysis, and updating information management systems.
  • Preparing and disseminating project reports in compliance with IOM procedures.
  • Liaising with donors, partners, UN agencies, local authorities, and stakeholders.
  • Contributing to capacity-building activities for IOM staff and partners. 1
  • Attending relevant conferences and meetings, and participating in project proposal preparation. 1
  • Supervising project staff and assisting in performance evaluations. 1
  • Undertaking duty travel for project implementation and monitoring. 1
  • Performing other related duties as required.

Required Qualifications:
The ideal candidate for this position should possess a strong understanding of migration issues, particularly in relation to environmental factors and climate change. They should demonstrate expertise in project development and management, as well as experience in liaising with governmental authorities, donors, and NGOs. The candidate should also have a solid grasp of international frameworks and policies related to migration and disaster risk reduction, along with knowledge of human rights approaches and legal frameworks concerning environmental migration. Strong communication skills and the ability to work collaboratively with diverse stakeholders are essential.

Educational Background:
Candidates must hold a Bachelor’s degree in political science, climate change and environmental management, migration studies, social sciences, or related fields from an accredited institution. Alternatively, a Master’s degree in the aforementioned fields is acceptable. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have at least two years of relevant professional experience in the field of migration, including operational and field experience, project development, management, and reporting. Experience in engaging with governmental authorities, donors, and other national or international institutions is also required.

Languages:
Fluency in English, both oral and written, is mandatory for all applicants. A working knowledge of Sinhala or Tamil is highly advantageous. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments. IOM's official languages are English, French, and Spanish.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of their employment. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and government authorizations where applicable.
