Job Overview:
The Waste Management Consultant (Action and Goals Plan Phase) will play a crucial role in the implementation of a project aimed at revising the Municipal Solid Waste Plan and developing the Municipal Sanitation Plan for the Municipality of São Paulo. This position requires close collaboration with UN-Habitat’s operational and technical teams, focusing on the Action and Goals Plan Phase of the project. The consultant will analyze the current state of solid waste management, identify key issues, and develop actionable goals and plans to enhance the quality of waste management in the city. The consultant will also be responsible for engaging with stakeholders, integrating plans with existing municipal strategies, and ensuring that the project aligns with the broader objectives of sustainable urban development.

Duties and Responsibilities:
The Waste Management Consultant will have a comprehensive set of responsibilities, including: 1) Analyzing the diagnosis of municipal solid waste management to identify key issues and bottlenecks; 2) Collaborating with the Phase 3 Consultant to transition from identified solutions to actionable goals; 3) Developing an action framework that considers complexity and deadlines; 4) Identifying stakeholders and their responsibilities; 5) Proposing integration of the action plan with existing municipal plans; 6) Defining financial resources needed for implementation; 7) Establishing goals for priority areas in waste management; 8) Proposing indicators and processes for monitoring progress; 9) Consolidating information from social participation events; 10) Completing required training and security" style="border-bottom: 1px dotted #007bff !important;">security courses; 11) Ensuring compliance with UN security mechanisms.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Engineering, Environmental Science, Administration, or related fields. A postgraduate degree in Waste Management, Engineering, Environmental Science, or related fields is also required, or alternatively, four additional years of relevant experience beyond the basic requirement. The consultant must have a minimum of five years of experience in waste management, with a strong background in developing studies, projects, and technical assessments related to waste management. Experience in defining environmental actions and project management is desirable, as is previous experience within the UN System.

Educational Background:
The educational requirements for this position include a Bachelor’s degree in a relevant field such as Engineering, Environmental Science, or Administration. Additionally, a postgraduate degree (Lato Sensu or Stricto Sensu) in Waste Management or related fields is required, or equivalent experience in the field. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively contribute to the project.

Experience:
The position requires a minimum of five years of professional experience in waste management. Candidates should have a proven track record in developing studies, projects, and technical assessments related to waste management. Experience in defining environmental actions and goals, as well as project management, is highly desirable. Previous experience working within the UN System will be considered an asset, as it demonstrates familiarity with the organization's processes and standards.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary language of communication within the project. Additionally, working knowledge of English and Spanish is desirable, as these are the working languages of the United Nations Secretariat and the Regional Office, respectively. Proficiency in these languages will facilitate effective communication and collaboration with diverse stakeholders.

Additional Notes:
The contract for this position is for a duration of six months, with the possibility of extension subject to availability of funds and performance. The consultant will be appointed on a local basis, and only nationals from Brazil or candidates with a permanent visa in Brazil may apply. The total remuneration for the consultant is BRL 63,546.00, which will be paid in three installments based on the delivery and approval of specific project products. Travel may be required for the position, and all travel expenses will be coordinated and financed by UN-Habitat according to United Nations travel rules.
