Job Overview:
The Programme Analyst will report directly to the Head of the Brazil Office and is expected to perform their duties in a timely and effective manner. This role involves close collaboration with UN-Habitat’s operational and technical teams to ensure the successful execution of projects aimed at improving urban environments. The Programme Analyst will be responsible for providing technical advice, managing project activities, and maintaining communication with local partners, including government entities and civil society organizations. The position requires a proactive approach to project management, ensuring that all activities align with the objectives of the UN-Habitat's mission and adhere to deadlines, budget constraints, and quality standards. The Programme Analyst will also be involved in capacity building, data management, public policy development, and advocacy efforts, contributing to the localization of Sustainable Development Goals and the implementation of the New Urban Agenda.
Duties and Responsibilities:
The Programme Analyst will undertake a variety of responsibilities, including: 1) Providing technical advice and support for the execution of project activities. 2) Coordinating the overall implementation of the project’s work programme, including the development, approval, and execution of activities. 3) Maintaining communication with local partners, including government agencies, civil society organizations, and the private sector. 4) Performing technical, administrative, and management tasks to ensure project objectives are met regarding deadlines, budget, and quality. 5) Overseeing product consultancies and Programme Assistants while providing technical support for project products. 6) Engaging in capacity building, public policy development, and strategic planning. 7) Documenting meetings and preparing reports for various stakeholders. 8) Identifying and mitigating project risks and challenges. 9) Participating in missions and training as required. 10) Completing all required training, including the BSAFE security" style="border-bottom: 1px dotted #007bff !important;">security course, within the first month of employment.
Required Qualifications:
Candidates must possess a postgraduate degree in Engineering, Waste Management, Geography, Urban Studies, Urban Management, or related fields, or have an additional four years of relevant experience beyond the educational requirement. A Bachelor’s degree in Engineering, Urban Studies, Architecture, Geography, Public Policy, Law, or related fields is also required. The position demands a minimum of four years of progressively responsible experience in project/programme management related to urban themes, with a strong emphasis on waste management in Brazil. Proficiency in data organization and processing, as well as experience with Geographic Information Systems software such as QGIS, is essential. Experience in participatory workshops, public concessions, and resource mobilization is desirable, along with a background in public policies and urban development.
Educational Background:
The educational requirements for this position include a postgraduate degree (Lato Sensu or Stricto Sensu) in relevant fields such as Engineering, Waste Management, Geography, Urban Studies, or Urban Management. Alternatively, candidates may qualify with a Bachelor’s degree in related disciplines, coupled with additional relevant experience. This educational background is crucial for understanding the complexities of urban management and sustainable development.
Experience:
The ideal candidate should have at least four years of progressively responsible experience in project or programme management, specifically focusing on urban-related themes. This includes professional experience in waste management within Brazil, as well as skills in data management and geoprocessing. Familiarity with participatory methodologies and public space management is advantageous, along with experience in partnerships and resource mobilization. Previous involvement with Solid Waste Plans or Sanitation Plans, as well as experience within the UN System, is also desirable.
Languages:
Fluency in Portuguese is mandatory for this position, given the local context of the work. Additionally, working knowledge of English and Spanish is desirable, as English and French are the working languages of the United Nations Secretariat, while Spanish is used in the Regional Office.
Additional Notes:
The position is based in Brazil and is expected to last for six months. The consultant will receive a monthly allowance of BRL 8,715.60 (net amount) upon approval of monthly activity reports by the Head of Brazil Office. The appointment is on a local basis, and only Brazilian nationals or candidates with a permanent visa in Brazil may apply. The contract's extension is contingent upon the availability of funds and performance, and it is important for applicants to submit complete applications in English through the specified system.
