Job Overview:
The position of Consultant for Airport Certification involves working under the Office of Development and Capacity Building of ICAO, specifically within the Operations Section (FOS). The consultant will be responsible for strategic planning, development, execution, and evaluation of projects related to airport certification in Panama. The role requires the consultant to assist in identifying priority development needs within the civil aviation sector and to provide technical cooperation to the recipient states. The consultant will be tasked with collecting, analyzing, diagnosing, and structuring documentation related to the operational certification of various airports in Panama, ensuring compliance with both national regulations and applicable ICAO standards. The consultant will work on multiple phases of the project, including a diagnostic phase to identify compliance issues and a manual development phase to strengthen operational and organizational management for sustainable certification.

Duties and Responsibilities:
The consultant will undertake several key functions, divided into three main phases. In Phase I, the consultant will conduct a regulatory and technical diagnosis over three months, which includes gathering existing certification documentation, reviewing regulatory requirements, identifying compliance failures, and generating structured documentation for each airport. The expected deliverables include an executive report for each airport, a compliance verification matrix, and a consolidated economic study. In Phase II, which lasts two months, the consultant will focus on developing airport manuals and organizational models, reviewing existing manuals, proposing new content, and recommending training programs. The consultant will also be responsible for creating a detailed implementation plan and timeline. Throughout the project, the consultant may be required to perform additional related activities as needed.

Required Qualifications:
The position requires a multidisciplinary team with specific qualifications. The lead consultant should be an Aeronautical Engineer or a related field expert with a strong background in Panamanian regulations and ICAO standards. Additional qualifications include expertise in airport certification, field engineering or surveying, document analysis, operational safety consulting, and financial valuation. The consultant must demonstrate a comprehensive understanding of the aviation sector and possess the ability to navigate complex regulatory environments.

Educational Background:
Candidates should possess a relevant degree in engineering, aviation management, or a related field. Advanced degrees or specialized certifications in aviation safety, regulatory compliance, or project management are highly desirable. The educational background should reflect a strong foundation in both technical and operational aspects of civil aviation.

Experience:
The consultant is expected to have substantial professional experience in the aviation sector, particularly in roles related to airport certification and compliance. Experience in project coordination, regulatory analysis, and operational safety management is essential. The ideal candidate should have a proven track record of successfully managing similar projects and working collaboratively with various stakeholders in the aviation industry.

Languages:
Fluency in spoken and written Spanish is mandatory, along with practical technical knowledge of English. The ability to communicate effectively in both languages is crucial for the role, as the consultant will be required to interact with diverse stakeholders and produce documentation in both languages.

Additional Notes:
This position is offered under a Special Service Agreement with a remuneration of 10,000 USD per month. It is intended for experts interested in consultancy contracts, both short and long term. The evaluation process for candidates may include an assessment exercise followed by a competency-based interview. ICAO CDI consultants are expected to maintain a professional demeanor befitting their status as international civil servants.
