The Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP) was established by the General Assembly in its resolution 77/301, adopted on 29 June 202
  • The organization is dedicated to addressing the issue of missing persons in Syria, providing a framework for accountability and support for families affected by the conflict. The IIMP aims to ensure that the rights of missing persons are respected and that their families receive the necessary assistance and information. The institution operates with a commitment to uphold human rights and humanitarian principles, and it is expected to engage with various stakeholders, including governments, civil society, and international organizations, to fulfill its mission. The IIMP is currently based in Geneva, Switzerland, but may relocate to Damascus, Syria, or other relevant locations as needed. This flexibility is crucial for adapting to the evolving situation in Syria and ensuring effective operations.

Job Overview:
The Administrative Officer plays a critical role in the management and administration of the IIMP, overseeing various functions related to human resources, budget and finance, and general administration. The incumbent will be responsible for initiating and coordinating human resource activities, including recruitment, placement, performance appraisal, and training, ensuring compliance with UN rules and procedures. The role also involves budget management, where the officer will conduct studies to improve budget reporting systems and monitor budgetary allocations. Additionally, the Administrative Officer will implement support services, supervise staff, and produce complex reports for management. The position requires a proactive approach to problem-solving and the ability to analyze data to inform decision-making. The officer will work closely with the Head of Entity and other stakeholders to ensure that the institution's objectives are met efficiently and effectively.

Duties and Responsibilities:
The Administrative Officer will be responsible for a wide range of duties, including but not limited to:
  • Human Resource Management: Initiating and coordinating recruitment processes, managing performance appraisals, and ensuring compliance with UN regulations.
  • Budget and Finance: Conducting studies to enhance budget reporting, monitoring budget allocations, and drafting reports.
  • General Administration: Implementing support services, supervising staff, and producing management reports.
  • Data Analysis: Collecting and analyzing data to identify trends and provide insights for decision-making.
  • Providing expert guidance to junior staff and ensuring effective communication within the team.
  • Performing other related duties as required, including operational travel programs and reviewing departmental space requirements.

Required Qualifications:
Candidates must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures. They should demonstrate the ability to apply UN administrative rules and regulations effectively. The role requires excellent analytical skills, the ability to identify issues and formulate recommendations, and a commitment to gender perspectives in all areas of work. Strong communication skills, both written and verbal, are essential, as well as the ability to work collaboratively in a team environment. The candidate should also exhibit professionalism and a strong work ethic, with a focus on achieving results and meeting deadlines.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of administrative and financial management within the context of the UN.

Experience:
A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management, or a related field is required. Candidates should have experience in preparing and justifying budget proposals for intergovernmental bodies, as well as experience with the operational setup of new entities within the UN or similar organizations. Experience in managing recruitment processes and utilizing data analytics for decision-making is also desirable, as it enhances the candidate's ability to contribute effectively to the institution's goals.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with candidates expected to demonstrate a minimum level of competency as outlined in the UN Language Framework. This bilingual requirement is essential for effective communication and collaboration within the organization and with external stakeholders.
