Job Overview:
The Provincial M&E Specialist position is crucial for the successful implementation of the Integrated Agricultural Development Programme (ProDAI) in the Beira Corridor, funded by the Government of the Republic of Italy through the Italian Agency for Development Cooperation (AICS). The primary objective of this role is to monitor and evaluate the project's activities in the Manica Province, specifically in the districts of Báruè, Sussundenga, and Manica. The specialist will be responsible for developing and implementing monitoring and evaluation (M&E) plans, ensuring that project activities are executed effectively and that data is collected and analyzed accurately. This position requires regular travel to project sites to oversee the implementation of activities and to provide training and support to field technicians and partners. The specialist will also play a key role in documenting project success stories and ensuring compliance with research protocols during impact evaluations. The role demands a strong focus on result-based monitoring and evaluation, as well as effective communication and visibility of project outcomes.

Educational Background:
Candidates applying for the Provincial M&E Specialist position must have a university degree in a relevant field such as Agricultural Economics, Agriculture, or a related discipline. It is essential that the educational qualifications are obtained from an institution accredited or recognized in the World Higher Education Database (WHED). This ensures that the candidate's educational background meets the standards required by FAO.
Experience:
The position requires a minimum of 3 years of relevant experience in the field of monitoring and evaluation, specifically in collecting and analyzing data and generating comprehensive reports. Candidates should have practical experience in implementing M&E systems and methodologies, as well as a proven track record of working in agricultural development projects or similar environments.
Languages:
The mandatory languages for this position are English and Portuguese. Candidates must possess a working knowledge of both languages to effectively communicate and collaborate with project stakeholders and partners. Proficiency in additional languages may be considered an asset but is not required.

The duties and responsibilities of the Provincial M&E Specialist include:
- Assisting in the development of periodic M&E plans and implementing regular M&E activities, including database management and reporting.
- Undertaking regular visits to project sites to ensure adequate implementation of activities and to monitor progress.
- Overseeing high-quality and disaggregated data collection, collation, storage, analysis, and reporting.
- Identifying needs and providing training and mentoring to partners and staff to ensure the implementation of robust M&E systems.
- Assisting field technicians in daily monitoring and data collection, contributing to their training as needed.
- Ensuring the timely delivery of quality reports and other deliverables related to M&E and performance management.
- Actively participating in impact evaluation activities, ensuring compliance with research and data collection protocols.
- Supporting the identification and documentation of project success stories.
- Collecting communications material (photos, videos, statements) in the field and submitting it to the Communications and Visibility specialist. 1
- Serving as the primary focal point for all M&E matters at the Chimoio Hub. 1
- Performing any other duties as required by the supervisor.
Required Qualifications:
