Job Posting Organization: The position is located within the Executive Office of the Headquarters Client Support Service, which is part of the Department of Operational Support (DOS) of the United Nations. Job Overview: The Human Resources Officer will play a crucial role in supporting the human resources functions within the Executive Office. This position involves providing advice and support to managers and staff on HR-related matters, preparing special reports, and leading HR projects. The officer will be responsible for recruitment and placement, including identifying vacancies, preparing job openings, reviewing applications, and conducting interviews. Additionally, the role includes administering entitlements, providing career support, and advising staff on mobility and performance management. The officer will also prepare reports and classification analyses, and provide project support on various HR issues, ensuring alignment with the UN's strategic workforce planning and analytics.
Duties and Responsibilities: The Human Resources Officer will have a wide range of responsibilities, including:
Providing advice and support to managers and staff on human resources-related matters.
Preparing special reports and leading HR projects.
Identifying upcoming vacancies in coordination with client offices.
Preparing job openings, reviewing applications, and providing short-lists to client offices.
Arranging and conducting interviews to select candidates.
Reviewing recommendations on candidate selection by client offices.
Preparing and presenting cases to the CR bodies.
Monitoring the work of HR Partners in carrying out HR administrative transactions.
Advising on the interpretation and application of policies, regulations, and rules. 1
Administering salary and related benefits, travel, and social security entitlements. 1
Designing and monitoring induction orientation programs for new staff. 1
Advising on performance management and assisting with the performance appraisal system. 1
Advising and counseling staff on rights, responsibilities, and code of conduct. 1
Preparing reports from dashboards to summarize findings for management. 1
Providing project support on cross-cutting issues as required. 1
Supporting legislative bodies and senior management on strategic workforce planning.
Required Qualifications: Candidates must possess a strong knowledge of human resources management, particularly in staffing matters such as recruitment and placement. They should demonstrate analytical skills and technical knowledge in developing e-staffing guidance materials. Familiarity with the United Nations staff rules and regulations, as well as HR policies and procedures, is essential. Candidates should also exhibit professionalism, client orientation, and strong planning and organizing skills, ensuring they can meet commitments and deadlines effectively.
Educational Background: An advanced university degree (Master's degree or equivalent) in public or business administration, human resources management, or a related field is required. Alternatively, a first-level degree (Bachelor's degree or equivalent) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible experience in human resources management, administration, or a related area is required. Candidates should have experience working with an Enterprise Resources Planning (ERP) system, such as Umoja (SAP) or similar, and familiarity with talent management software like Inspira is also required. Experience in providing advice on policies and recruitment activities, as well as managing staffing tables, is desirable. Additionally, experience in data analytics and preparing analytical reports is beneficial.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and knowledge of French may be considered an asset, although it is not mandatory for this role.
Additional Notes: The appointment for this position is for an initial period of one year, subject to the availability of the post or funds, and budgetary approval. Staff members are expected to adhere to the authority of the Secretary-General and may be assigned to various functions throughout their careers.
