The IOM Botswana Office is specifically involved in addressing migration issues related to environmental changes and disaster risk reduction, collaborating closely with the Government of Botswana, particularly the Ministry of Environment and Tourism, to implement projects that integrate human mobility into climate and disaster risk reduction strategies.

Job Overview:
The National Consultant will be integral to the successful execution of a 24-month project aimed at mainstreaming human mobility into climate and disaster risk reduction strategies in Botswana. This role involves developing a gender-sensitive baseline report that links disasters, climate change, and mobility trends, as well as conducting a comprehensive analysis of human mobility policies related to climate change. The consultant will be responsible for coordinating data collection efforts, managing logistics for field visits, and ensuring that stakeholder consultations are effectively organized. The position requires a proactive approach to synthesizing data and findings, preparing initial drafts of reports, and facilitating stakeholder engagement to ensure that the project outputs align with national priorities. The consultant will also play a key role in ensuring that the deliverables are coherent and actionable, thereby contributing to the broader objectives of the project.

Duties and Responsibilities:
The National Consultant will undertake a variety of tasks, including but not limited to: liaising with two lead consultants to support methodologies and research activities; organizing bi-monthly coordination meetings to discuss project progress and challenges; synthesizing findings from policy analysis and baseline research to identify overlaps and gaps; developing a consolidated report summarizing insights and recommendations; facilitating stakeholder consultations to ensure project outputs align with national priorities; representing IOM in stakeholder meetings; reviewing deliverables for consistency and technical accuracy; providing feedback to refine outputs; organizing a workshop for stakeholders to present integrated findings; and performing any other duties as assigned. The consultant will also be responsible for managing timelines and ensuring the timely submission of all deliverables, thereby playing a crucial role in the overall success of the project.

Required Qualifications:
Candidates must possess strong analytical, communication, and report-writing skills. They should have a proven track record in conducting gender-sensitive research and analysis, particularly in the context of climate change, disaster risk reduction, and human mobility. Familiarity with Botswana’s socio-political and environmental context is considered an advantage. The consultant should be adept at managing data and coordinating logistics for fieldwork, as well as engaging effectively with a variety of stakeholders to ensure project success. Additionally, the consultant should demonstrate a commitment to IOM's values of inclusion, integrity, professionalism, and empathy, as well as the ability to work collaboratively within a team.

Educational Background:
An advanced degree in Social Sciences, Environmental Studies, Migration Studies, or related fields is required for this position. This educational background will provide the necessary theoretical framework and understanding of the complex interactions between migration, climate change, and disaster risk reduction, which are critical for the successful execution of the project.

Experience:
The position requires at least 2 years of relevant experience in research focused on climate change, disaster risk reduction, and human mobility. Candidates should have demonstrated expertise in gender-sensitive research methodologies and analysis. Experience working in Botswana or familiarity with its socio-political and environmental context will be considered a significant advantage, as it will enhance the consultant's ability to navigate local dynamics and effectively engage with stakeholders.

Languages:
Fluency in English and Setswana is mandatory for this position, as these languages are essential for effective communication with stakeholders and for the preparation of reports and presentations. Knowledge of additional local languages is considered a plus, as it may facilitate broader engagement with diverse communities. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process through written and/or oral assessments.

Additional Notes:
The consultancy is subject to funding confirmation and will require the candidate to be medically fit for appointment. The consultant will be responsible for their own medical insurance for non-occupational accidents or illnesses and must provide proof of coverage before commencing work. The position may involve field visits to key regions affected by climate change and disasters in Botswana, as well as travel for stakeholder consultations and final presentations.
