Job Overview:
The consultancy aims to enhance the capacity of health managers, particularly aimag and Ulaanbaatar district health officers, in maternal, perinatal, sexual, and reproductive health through improved knowledge and skills in statistical analysis. The consultant will provide training to three distinct groups: health policymakers and managers, health statisticians and surveillance staff, and provincial and district health officers. The training will focus on interpreting health data, applying evidence-based insights for decision-making, and improving program planning and reporting. The overarching goal is to contribute to the elimination of preventable maternal and perinatal mortality and to address the unmet need for family planning in Mongolia, ensuring that policies and programs are grounded in robust epidemiological evidence.

Duties and Responsibilities:
The consultant will be responsible for developing and delivering tailored training workshops and coaching programs for the three target groups. This includes creating comprehensive curricula and training materials, conducting workshops and coaching sessions, and providing mentorship for participants. The consultant will also facilitate interactive exercises, develop standardized templates for policy briefs, and conduct assessments to measure learning gains. Additionally, the consultant will be expected to draft reports summarizing participant feedback, training impact, and recommendations for future training initiatives. The role requires close collaboration with the UNFPA SRHR team and adherence to reporting requirements and deadlines.

Required Qualifications:
Candidates must possess a Master’s degree in epidemiology and biostatistics, along with a minimum of 7 years of experience in training related to these fields. A strong command of SPSS software is essential, as is a proven track record of published articles in health or medical peer-reviewed journals that demonstrate the application of statistical methods. The consultant should also exhibit excellent teamwork, coordination, and facilitation skills, as well as the ability to work under pressure and meet strict timelines. Knowledge of human rights, research ethics, and sexual and reproductive health is crucial.

Educational Background:
A Master’s degree in epidemiology and biostatistics is required for this position. This educational background ensures that the consultant has the necessary theoretical knowledge and practical skills to effectively train health professionals in statistical analysis and interpretation of health data.

Experience:
The position requires a minimum of 7 years of demonstrated experience in training in epidemiology and biostatistics. This experience should include practical applications of statistical methods in health research and the ability to convey complex concepts to diverse audiences. Previous experience working with health data and health information systems is highly desirable.

Languages:
Fluency in English is mandatory, as the consultant will need to engage with professional literature and produce final reports in English. Proficiency in additional languages relevant to the local context may be considered an asset but is not explicitly required.
