Job Overview: The HR Analyst, Client Services will play a crucial role in coordinating and administering the recruitment of locally recruited staff while supporting the HR Business Partner (HRBP) in delivering high-quality HR services and programs to clients in the Regional Office and Country Offices. This position requires a proactive approach to managing the full employment lifecycle, including recruitment, onboarding, performance management, career development, and exit management processes. The HR Analyst will be responsible for ensuring compliance with UNFPA's HR policies and objectives, maintaining the integrity of HR processes, and continuously seeking opportunities for improvement in recruitment delivery. The role also involves partnership and coordination with various stakeholders to ensure effective program delivery and compliance with duty of care, evaluation, audit, and ethics. Additionally, the HR Analyst will support learning and development initiatives by assessing staff learning needs and advising on training options.
Duties and Responsibilities: The HR Analyst will be responsible for a wide range of duties, including coordinating the execution of the full employment lifecycle for staff in the region, monitoring and updating recruitment plans, participating in operating meetings to understand business needs, and administering all aspects of recruitment delivery. The role involves maintaining compliance with HR policies, supporting recruitment drives, coordinating appointment and exit processes, and assembling onboarding materials. The HR Analyst will also partner with relevant stakeholders to ensure compliance in areas such as duty of care and benefits matters, maintain HR event schedules, track HR budgets, and perform ongoing learning needs analyses. Furthermore, the HR Analyst will assist the HR Business Partner in providing high-quality HR client services, analyze HR metrics, and coordinate information sharing and capacity-building sessions for HR focal points in the field.
Required Qualifications: Candidates must possess an advanced university degree in human resources, business administration, public administration, or a related discipline. They should have at least two years of relevant work experience in human resources, particularly in recruitment and HR client services. Knowledge of HR policies and their application throughout the employment lifecycle is essential, along with proficiency in recruitment and HR systems/software applications. Strong analytical skills, excellent organizational abilities, and effective communication skills are required, as well as the ability to handle sensitive information and work collaboratively with senior management and project teams.
Educational Background: An advanced university degree in human resources, business administration, public administration, or a related field is required for this position. This educational background provides the necessary foundation for understanding HR principles and practices, as well as the ability to navigate complex organizational structures and processes.
Experience: The position requires a minimum of two years of relevant work experience in human resources, with a focus on recruitment and/or HR client services. Candidates should demonstrate a solid understanding of HR policies and their application in the employment lifecycle, as well as experience in managing recruitment processes and working with HR systems. Proven ability to work effectively in a fast-paced environment and handle multiple priorities is essential.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly French and/or Spanish, is considered desirable and may enhance a candidate's competitiveness for the role.
