Job Overview: The Consultant for the National Referral Mechanism (NRM) will play a crucial role in supporting IOM Sierra Leone in enhancing the existing referral system for migrants in vulnerable situations. This position involves assessing the current state of the NRM, developing a comprehensive roadmap for its improvement, and facilitating stakeholder consultations to ensure a collaborative approach to migrant reintegration. The consultant will work closely with various partners, including governmental and non-governmental organizations, to create a robust framework that addresses the needs of returnees and promotes their sustainable reintegration into society. The role requires a deep understanding of migration issues, strong analytical skills, and the ability to coordinate effectively with diverse stakeholders.
Duties and Responsibilities:
Conduct an assessment of the current NRM/referral system, including a desk review and key informant interviews to identify gaps and opportunities.
Organize a stakeholder consultation workshop to present findings and gather inputs for the NRM roadmap.
Support the establishment of a Steering Committee to oversee the NRM process, including drafting Terms of Reference and facilitating initial meetings.
Develop a draft Memorandum of Understanding (MoU) among stakeholders involved in the NRM, outlining roles, responsibilities, and coordination mechanisms.
Create operational tools and Standard Operating Procedures (SOPs) to guide the implementation of the NRM.
Develop awareness-raising materials for various target audiences regarding the NRM.
Create a Sustainability Plan to ensure the NRM is institutionalized and maintained beyond the consultancy period.
Required Qualifications: The ideal candidate should possess a Bachelor’s degree in migration studies, international development, human rights, social work, or sociology, with a preference for those holding a Master’s degree in a related field. A minimum of 7 years of professional experience in migration, particularly in Sierra Leone or similar contexts, is required. Candidates should demonstrate a strong understanding of international migration frameworks and possess proven experience in policy analysis, research, and development. Excellent analytical, writing, and communication skills are essential, along with the ability to coordinate with various stakeholders effectively.
Educational Background: Candidates must have at least a Bachelor’s degree in relevant fields such as migration studies, international development, human rights, social work, or sociology. A Master’s degree in these areas is preferred, indicating a higher level of expertise and understanding of complex migration issues.
Experience: A minimum of 7 years of professional experience in migration, with a focus on operational or research roles related to migration issues. Candidates should have a deep understanding of the migration context in Sierra Leone, including challenges and opportunities. Experience in policy analysis, research, and development is crucial, as well as familiarity with international migration frameworks and partnerships.
Languages: Fluency in English is mandatory, while knowledge of local languages such as Krio and other regional dialects is considered an advantage. This linguistic capability will enhance communication with local stakeholders and communities, facilitating better engagement and understanding.
Additional Notes: The consultancy will require travel to regions of return, with IOM covering travel, accommodation, and meals. The appointment is contingent upon funding confirmation and the candidate's medical fitness for the role. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational incidents.
