Job Overview:
The Monitoring and Evaluation Officer will play a crucial role in supporting the Project Support Unit (PSU) of IOM Sri Lanka. This position involves working under the supervision of the Chief of Mission and the Head of PSU to enhance the monitoring and evaluation (M&E) processes of the mission. The successful candidate will be responsible for developing evaluation tools, supporting project reporting, and ensuring compliance with M&E plans. The role requires collaboration with project managers and teams to facilitate internal evaluations and data collection for various reporting requirements. The officer will also provide training on M&E practices and contribute to regional M&E networks, ensuring that IOM's projects align with global standards and donor expectations.

Duties and Responsibilities:
  • Develop evaluation tools for programs in line with the M&E plan and project indicators.
  • Assist project units in fulfilling their reporting requirements.
  • Support the grant closing process, including reviewing final reports and verifying data.
  • Coordinate internal project evaluations with project managers and external consultants.
  • Collect and manage data for the mission, responding to requests from the Regional Office and Headquarters.
  • Provide technical support for project development and donor reporting, including the creation and revision of results frameworks and budgets.
  • Train staff on M&E and reporting requirements, including the use of the IOM internal platform, Project Information and Management Application (PRIMA).
  • Participate in regional M&E networks and UN working groups.
  • Contribute to data collection for UN M&E mechanisms such as UN INFO.

Required Qualifications:
  • University degree in Monitoring and/or Evaluation, Political or Social Sciences, International Relations, Development Economics, Development Statistics, International Development, Law, or a related field from an accredited institution with three years of relevant professional experience; or a High School diploma with five years of relevant experience.
  • Proven experience in supporting project evaluations is required.
  • Experience in developing and delivering M&E training is desired.
  • Strong background in technical writing, editing, and donor reporting is essential.
  • Knowledge of Sri Lanka, Maldives, and South Asia's political and humanitarian issues is preferred.
  • Familiarity with One UN programming and M&E mechanisms is advantageous.
  • Experience with global and regional data collection mechanisms is desirable.

Educational Background:
Candidates must possess a university degree in a relevant field such as Monitoring and Evaluation, Political or Social Sciences, International Relations, Development Economics, Development Statistics, International Development, Law, or a related discipline from an accredited academic institution. Alternatively, candidates with a High School diploma must have five years of relevant experience in the field.

Experience:
The position requires a minimum of three years of relevant professional experience in monitoring and evaluation, project management, or related fields. Candidates with a High School diploma must have five years of relevant experience. Experience in supporting project evaluations, technical writing, and donor reporting is essential. Familiarity with M&E training and knowledge of regional political and humanitarian issues will be considered an asset.

Languages:
Fluent spoken and written English is mandatory. Proficiency in Sinhala or Tamil is considered an advantage. Candidates will be evaluated on their language skills during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, and only candidates with a valid residence and work permit for Sri Lanka will be considered. The appointment is contingent upon funding confirmation and medical fitness certification. Recommended candidates may be eligible for similar positions for up to 24 months.
