Job Overview:
The Monitoring and Evaluation Officer will work under the overall supervision of the Director of the Amman Operational Hub and the Head of Programme, with direct supervision from the Project Manager. This role involves a variety of responsibilities centered around project monitoring and evaluation. The officer will be tasked with building reports for donors on a monthly and semi-annual basis, ensuring that performance indicators and targets align with project designs and work plans. The officer will analyze and prepare evidence-based monitoring reports during and after project completion, conduct regular monitoring visits to project sites, and maintain a project risk register. Additionally, the officer will draft Terms of Reference for project evaluations and propose further impact monitoring strategies. The role also includes preparing progress and highlight reports in coordination with project teams and acting as a focal point for data collection and analysis relevant to project activities. The Monitoring and Evaluation Officer will contribute to knowledge management by soliciting case studies and success stories for internal and external sharing, thereby enhancing the overall project planning process.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Officer include:
  • Project Monitoring: Building donor reports monthly and semi-annually, ensuring performance indicators are relevant, analyzing monitoring reports, conducting site visits, maintaining a project risk register, drafting TORs for evaluations, and proposing impact monitoring strategies.
  • Project Reporting: Preparing progress and highlight reports, ensuring timely submission of reports, and coordinating inputs from project teams.
  • Knowledge Management & Networking: Interacting with project teams to gather case studies and success stories, leading the preparation of communication products, and contributing to project planning processes by sharing lessons learned and best practices.
  • Collaboration: Working closely with the Project Manager and project teams to ensure effective communication and data dissemination.

Required Qualifications:
The position requires a first-level university degree (bachelor's degree) in project management, development policy, business administration, international development, or a relevant discipline. Candidates must have a minimum of 2 years of progressively responsible experience in program/project monitoring, evaluation, and reporting in national or international organizations. Experience in producing evidence-based monitoring reports and managing project monitoring and evaluation systems is essential. Candidates should also demonstrate experience in applying innovative technologies in monitoring and tracking, and experience in the humanitarian and/or development sector is required. Familiarity with cash for work projects and experience with international organizations or UN agencies are desirable. Proficiency in MS Word, Excel, Visio, and PowerPoint is required, along with fluency in spoken and written English and Arabic.

Educational Background:
Candidates must possess a first-level university degree (bachelor's degree) in project management, development policy, planning, business administration, international development, or a relevant discipline. This educational background is essential for understanding the complexities of project management and evaluation in a diverse and challenging environment.

Experience:
The position requires a minimum of 2 years of progressively responsible experience in program/project monitoring, evaluation, and reporting. Candidates should have experience in producing evidence-based monitoring reports and managing project monitoring and evaluation systems. Experience in the humanitarian and/or development sector is required, with a preference for candidates who have worked in the Middle East. Familiarity with cash for work projects and experience with international organizations or UN agencies are also desirable.

Languages:
Fluency in spoken and written English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively engage with diverse stakeholders and project teams.

Additional Notes:
The contract type for this position is Local Individual Contractor, with a retainer contract level of LICA
