Job Overview:
The Vehicle Compliance & Validation Engineer will play a crucial role in the E4J project by providing technical expertise in automotive engineering. This position involves ensuring compliance with specifications outlined in bidding documents, validating vehicles against international standards, and providing timely advice and analysis during the procurement process. The engineer will work closely with the Project Manager, Management and Coordination Specialist, QA/QC Engineer, and the procurement team to ensure that all vehicles procured meet the necessary quality assurance and quality control (QA/QC) procedures. The role requires participation in data collection, needs assessment, and validation of specifications, as well as providing technical advice during procurement panels. The engineer will also be responsible for preparing compliance checklists and technical evaluation reports, documenting any deviations or risks, and providing recommendations to support procurement decision-making.

Duties and Responsibilities:
The Vehicle Compliance & Validation Engineer will be responsible for the following duties:
  • Technical Review & Compliance: Review technical specifications in tender documents for accuracy and applicability; assess bids and manufacturers' documentation for compliance with specifications; validate compliance against international vehicle standards, emissions norms, and safety regulations.
  • Validation & Testing: Verify conformity of offered vehicles with performance parameters such as engine, drivetrain, safety, emissions, and durability; conduct technical validation through desk-based or physical inspections/testing as required; provide recommendations on vehicle suitability for local conditions.
  • Documentation & Reporting: Prepare compliance checklists and technical evaluation reports; document deviations, risks, and mitigation measures; provide written recommendations to support procurement decision-making.
  • Stakeholder Engagement: Liaise with suppliers, manufacturers, and regulatory authorities for clarifications; advise project stakeholders on best practices in vehicle validation and compliance. Deliverables include compliance validation checklists for each vehicle type, technical evaluation reports of all received offers, and a final recommendation report summarizing compliance status and validation outcomes.

Required Qualifications:
Candidates must possess a bachelor's degree in Mechanical Engineering, Automotive Engineering, or a related field. Additionally, possession of Project Management Certificates (e.g., PMP, Prince) is considered an asset. Candidates should have a minimum of 2 years of relevant experience in vehicle validation, automotive testing, or compliance engineering, along with demonstrated knowledge of international automotive standards. Experience in evaluating 4x4/off-road vehicles is required, and strong analytical, technical writing, and reporting skills are desired.

Educational Background:
A bachelor's degree in Mechanical Engineering, Automotive Engineering, or a related field is required for this position. Candidates with Project Management Certificates (e.g., PMP, Prince) will have an advantage in the selection process.

Experience:
The position requires a minimum of 2 years of relevant experience in vehicle validation, automotive testing, or compliance engineering. Candidates should have a demonstrated understanding of international automotive standards and experience in evaluating 4x4/off-road vehicles. Strong analytical skills and technical writing abilities are also essential for this role.

Languages:
Fluency and communication skills in both English and Arabic are required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

The contract type for this position is Local Individual Contractor, with a contract level of LICA 8 and a duration of 12 months on a job basis.
