Job Overview: The Software Development Specialist will play a crucial role in supporting software design, development, deployment, testing, and commissioning tasks under the supervision of Project Managers and other senior staff. The position requires collaboration with various teams to ensure high-quality documentation and software effectiveness while adhering to technical requirements, timelines, and budget constraints. The incumbent will be responsible for preparing needs assessments, reviewing software design components, developing technical specifications, and assisting in the preparation of tender documents. The role also involves coordinating software testing and deployment, monitoring project progress, and ensuring compliance with quality standards and organizational requirements. The specialist will contribute to the overall success of software projects by ensuring that all deliverables meet the necessary technical specifications and performance requirements.
Duties and Responsibilities: The primary responsibilities of the Software Development Specialist include:
Software Design and Documentation Support: Participate in needs assessments for software systems, review software design components, develop and review Terms of Reference (ToRs), assist in preparing tender documents, and conduct technical reviews of software design and documentation.
Software Development and Deployment Coordination Support: Collaborate with project teams for planning and scheduling, conduct software testing and deployment coordination, oversee contract deliverables, and participate in user training and final handover processes.
Monitoring and Progress Controls: Document meetings with stakeholders, monitor project progress, and ensure adherence to quality standards.
Technical Review and Quality Assurance: Prepare and review comprehensive software design documentation, ensure compliance with Quality Management Plan (QMP) and Quality Control (QC) standards, and maintain accurate records of all project-related documentation.
Administrative and Documentation Tasks: Assist in archiving software documentation, maintain organized records, and prepare periodic progress reports. The incumbent may also be assigned additional relevant tasks as necessary to support project objectives and organizational goals.
Required Qualifications: The position requires a Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related discipline from a recognized university. Possession of Project Management Certificates (e.g., PMP) is considered an asset. Candidates must demonstrate proficiency in programming languages such as Java, Python, and C#, as well as experience with software development tools and frameworks. Familiarity with software testing frameworks and automation tools is highly desirable, along with experience in Geographic Information Systems (GIS) software and scheduling software like Primavera or MS Project. Work experience with international organizations or UN agencies is highly regarded.
Educational Background: Candidates must hold a Bachelor’s degree in a relevant field such as Computer Science, Software Engineering, or Information Technology from a recognized institution. Additional certifications in project management or software development are advantageous and may enhance a candidate's profile.
Experience: A minimum of two years of experience in software development, deployment, and testing is required. Candidates should have experience in system integration, software commissioning, and user training. Proficiency in programming languages and development frameworks is essential, along with experience using version control and continuous integration platforms. Familiarity with software testing frameworks and GIS software is highly desirable, as is experience with scheduling software.
Languages: Fluency in English and Arabic is required, with strong communication skills in both languages. Working knowledge of French is considered an asset, enhancing the candidate's ability to engage in diverse environments and with various stakeholders.
Additional Notes: The contract type for this position is Local Individual Contractor, with a retainer contract level of LICA
