Job Overview: The National Digital Development Review Consultant will be responsible for producing a high-quality National Digital Development Review (NDDR) for Yemen. This report will assess the progress made towards harnessing digital technologies in the Arab region for sustainable development, focusing on the challenges and opportunities identified in the last few years. The consultant will utilize the ESCWA Guiding manual to structure the NDDR, ensuring that it meets the required standards and guidelines. The report must be comprehensive, with a minimum of 50 pages and a maximum of 80 pages, including a 2 to 4-page executive summary. The consultant will be expected to conduct thorough research, gather data, and compile information from various stakeholders to create a well-referenced document that adheres to ESCWA's standards.
Duties and Responsibilities: The consultant will work under the supervision of the NDDR National focal point at the Ministry of Telecommunications and Information Technology in Yemen and collaborate with the ESCWA team. The key responsibilities include: 1) Utilizing the updated ESCWA Guiding manual to build the structure and outline of the NDDR; 2) Researching, gathering, and compiling necessary data according to the five main clusters outlined in the Guiding manual; 3) Coordinating with the NDDR National Focal Point to engage relevant partners and stakeholders in providing the required data and information; 4) Validating and clearly referencing all data and information presented in the NDDR; 5) Maintaining a comprehensive bibliography of sources used in the report; 6) Ensuring that the final draft is thoroughly reviewed and free from plagiarism, with proper citations for all referenced materials; 7) Submitting the completed report in the required electronic format, ensuring it includes a table of contents and is saved in MS-Word format.
Required Qualifications: Candidates must possess an advanced university degree in Information and Communication Technology (ICT) or a related field. A Ph.D. is desirable. All applicants must submit a copy of their educational qualifications, as incomplete applications will not be considered. Additionally, candidates should have a minimum of 5 years of professional work experience and research in technology-related issues, with a strong understanding of planning and strategies in the digital development domain.
