Job Overview: The Monitoring and Evaluation Officer will play a crucial role in the design, implementation, monitoring, and evaluation of all MEAL components of IOM’s humanitarian and peace portfolio in Cameroon, with extensions to Equatorial Guinea and São Tomé and Príncipe. This position is essential for ensuring that IOM's projects align with its principles and methodologies, particularly in terms of accountability to the populations served and compliance with environmental policies. The officer will be responsible for maintaining program quality through effective monitoring and evaluation activities, drafting findings and recommendations, and liaising with various stakeholders to ensure project objectives are met. The role requires a proactive approach to data management and analysis, as well as the ability to communicate findings effectively to support project implementation and decision-making.
Duties and Responsibilities: The duties and responsibilities of the Monitoring and Evaluation Officer include but are not limited to: designing and implementing M&E activities to ensure program quality; drafting M&E findings and recommendations based on monitoring activities; liaising with sector focal points to track project implementation; preparing beneficiary sample lists and monitoring tools; monitoring project indicators and ensuring timely updates of tracking tables; supporting data cleaning and analysis; drafting M&E reports; consolidating and reviewing reports from implementing partners; preparing data for endorsement of payments; organizing and compiling data on project performance; providing high-quality technical visit reports; conducting follow-ups on M&E reports; designing tools and updating the M&E database; identifying and documenting good practices; contributing to the development of SOPs and new project proposals; researching and analyzing information for new monitoring activities; consolidating M&E reports for donor preparation; overseeing AAP tasks; establishing feedback mechanisms for affected populations; participating in meetings and maintaining liaison with stakeholders; adhering to IOM standards and policies; and conducting M&E coaching sessions for colleagues and partners.
Required Qualifications: The position requires a university degree in Social Science, International Development Management or Planning, Statistics, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a completed High School degree in the aforementioned fields with seven years of relevant experience is acceptable. Candidates must demonstrate a strong understanding of monitoring and evaluation principles, data collection and analysis tools, and accountability mechanisms. Proven experience in working with diverse stakeholders, including governments, NGOs, and international partners, is essential.
Educational Background: Candidates must possess a university degree in Social Science, International Development Management or Planning, Statistics, or a related field from an accredited academic institution. A completed High School degree in the relevant fields is acceptable if accompanied by additional years of relevant experience. The educational background should provide a solid foundation in research methodologies, statistical analysis, and project management principles.
Experience: A minimum of five years of professional experience in the design, implementation, and monitoring and evaluation of humanitarian or development projects is required. Candidates should have proven experience in using data collection and analysis tools and software, such as Kobo, ODK, Excel, and PowerBI. Experience with accountability mechanisms towards affected populations and participatory approaches is also necessary. Familiarity with relevant international standards and frameworks, such as the IOM MEAL Framework and SPHERE Standards, is highly desirable.
Languages: Fluency in French (oral and written) is required for this position, as it is one of IOM's official languages. Fluency in English is desirable, as it will facilitate communication with international partners and stakeholders. Knowledge of Spanish is an added advantage but not mandatory.
Additional Notes: This position is based in Yaounde, Cameroon, and may involve travel to project sites in Equatorial Guinea and São Tomé and Príncipe. The role is full-time and may require flexibility in working hours to accommodate project needs and stakeholder engagements.
