Job Overview:
The Monitoring and Evaluation Assistant will play a crucial role in supporting the implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) tools within the IOM mission. This position involves assisting in the adaptation of methodological tools, data collection, and information systematization to align with the organization's needs and guidelines. The assistant will compile and organize information related to assistance programs, support collaboration with IOM partners, and prepare reports that facilitate program reviews and informed decision-making. The role also includes maintaining and updating information products and basic data visualization tools, such as dashboards and charts, to meet the evolving needs of the organization. The assistant will provide general support to integrate the MEAL approach across all office activities, ensuring adherence to IOM principles and standards. Additionally, the position requires contributing to the preparation of monitoring reports and assisting in responding to information requests from both internal and external stakeholders, thereby enhancing communication and documentation activities related to project monitoring.

Duties and Responsibilities:
  • Assist in the use and adaptation of methodological tools for data collection and information systematization.
  • Compile and organize information on assistance programs at both individual and aggregated levels.
  • Support collaboration with IOM partners and prepare reports for program reviews.
  • Implement MEAL tools in coordination with the established Information Management System.
  • Maintain and update information products and data visualization tools, including dashboards and charts.
  • Provide support to integrate the MEAL approach across all office activities.
  • Contribute to the preparation of monitoring reports and respond to information requests.
  • Assist with MEAL-related administrative and logistical tasks in coordination with relevant units.
  • Perform other related duties as assigned by supervisors.

Required Qualifications:
  • Bachelor’s degree in fields related to Engineering, Geography, Computer Science, Social Sciences, Economics, Statistics, or another relevant area.
  • Proven experience in data collection, data management, and quantitative methodologies.
  • Two years of professional experience in relevant fields, or a school diploma with four years of relevant professional experience.
  • Knowledge of software packages such as SPSS, STATA, Power BI, R, ArcGIS, and other data analysis tools.
  • Strong writing skills and ability to communicate information effectively through various formats.

Educational Background:
Candidates must possess a Bachelor’s degree in relevant fields such as Engineering, Geography, Computer Science, Social Sciences, Economics, Statistics, or similar areas. Accreditation from universities listed in the UNESCO World Higher Education Database is required. Alternatively, candidates with a school diploma and four years of relevant professional experience may also be considered.

Experience:
Candidates should have experience in research, monitoring, and evaluation of international cooperation programs or projects. Familiarity with data collection tools such as Kobo Toolbox is essential, along with experience in advanced data visualization and information design. Handling confidential data and experience with international organizations or humanitarian action is advantageous. Additionally, candidates should have experience in preparing reports for donor partners and presenting indicators through dashboards, as well as using Information Management Systems.

Languages:
Fluency in Spanish is required for this position, both oral and written. IOM’s official languages include English, French, and Spanish. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. This post is subject to local recruitment, and only candidates holding a valid residence and work permit for Ecuador will be considered.
