Job Posting Organization:
The United Nations Economic and Social Commission for Western Asia (ESCWA) is an organization that aims to promote economic and social development in the Arab region. Established to support member states in achieving sustainable development, ESCWA works collaboratively with various partners, including the Arab Fund for Economic and Social Development (AFESD). The organization focuses on addressing regional challenges, including climate change, through policy development and capacity building. ESCWA operates in multiple countries across the Arab region, engaging with various stakeholders to implement projects that enhance regional cooperation and inform climate policy and finance.

Job Overview:
The Climate Finance Expert will play a crucial role in enhancing the capacity of Arab States to address climate change challenges through the development of a green/climate finance taxonomy. This position involves contributing to the review of policy briefs and analytical notes, as well as participating in consultation processes aimed at establishing a comprehensive understanding of climate finance in the Arab region. The expert will be responsible for preparing presentations and facilitating discussions during three online webinars scheduled for September, October, and December. The role requires a deep understanding of sustainable finance and the ability to engage with stakeholders effectively to promote best practices and lessons learned in climate finance.

Duties and Responsibilities:
The incumbent will be responsible for several key duties, including:
  • Updating the background policy brief that reviews sustainable, green, and climate taxonomy models, ensuring it includes best practices and lessons learned.
  • Preparing presentations and contributing to consultations during three online webinars, utilizing the developed background policy brief and draft guidance note on the green/climate finance taxonomy.
  • Supporting the development of the agenda for the webinars and identifying key resources and speakers to enhance the discussions.
  • Delivering presentations and facilitating discussions on the developed taxonomy with various stakeholders.
  • Updating the guidance note on the green/climate finance taxonomy methodology based on stakeholder feedback from the webinars.
  • Assisting in the development of training materials related to sustainable, green, and climate finance taxonomies in collaboration with the ESCWA team.

Required Qualifications:
Candidates must possess a Master’s degree in development economics, finance, climate change, or environmental policy. A Ph.D. is considered desirable. All applicants are required to submit a copy of their educational degree, as incomplete applications will not be reviewed. Additionally, a minimum of five years of experience in climate change policy is required, with previous experience in green or climate finance taxonomies being essential. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) is also required, and experience working in the Arab region is desirable.

Educational Background:
The position requires a Master’s degree in a relevant field such as development economics, finance, climate change, or environmental policy. A Ph.D. is preferred but not mandatory. Candidates must provide proof of their educational qualifications as part of the application process.

Experience:
The role necessitates a minimum of five years of relevant experience, particularly in climate change policy. Candidates should have a proven track record of working in the area of green or climate finance taxonomies, demonstrating their ability to contribute effectively to the objectives of the position.

Languages:
Fluency in English is mandatory for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, as it is also a working language of the UN. Additionally, Arabic is a working language of ESCWA, and familiarity with it may be beneficial. Fluency is defined as being 'fluent' in all four areas: speaking, reading, writing, and understanding, while knowledge is defined as being 'confident' in two of the four areas.

The position is expected to be conducted remotely and has a duration of three months.
