Job Overview: The position of National Contractor for Technology Needs Assessment (TNA) involves providing technical services on a part-time basis to support the assessment of technology needs for climate change mitigation activities in Eritrea. The contractor will work under the direct supervision of the TNA Coordinator and will be responsible for producing several key outputs, including a portfolio of technologies for the Waste sector, a comprehensive TNA report, a Barrier Analysis and Enabling Framework (BA&EF) report, and a Technology Action Plan (TAP) report. The contractor will also facilitate stakeholder meetings and workshops, engage with relevant stakeholders to identify and prioritize technologies, and analyze implementation circumstances to improve the deployment of prioritized technologies. The role requires collaboration with the national TNA team and adherence to best practices and methodologies provided by UNEP-CCC. The expected duration of the consultancy is part-time, with specific deliverables due at various stages from October 2025 to February 2027.
Duties and Responsibilities: The contractor will be responsible for a range of duties, including organizing consultative stakeholder meetings and workshops for TNA validation, BA&EF validation, and TAP validation. They will identify and prioritize technologies for the Waste sector through a participatory process involving relevant stakeholders. This includes linking up with stakeholders, facilitating sectorial working groups, and collecting and analyzing data to prepare technology fact sheets. The contractor will lead discussions on how prioritized technologies can be implemented in Eritrea and how barriers can be addressed to improve implementation circumstances. They will prepare and finalize the TNA, BA&EF, and TAP reports, ensuring stakeholder inputs are included. Additionally, the contractor will provide any other necessary inputs related to the TNA process as requested by the TNA Coordinator and UNEP-CCC. The contractor is expected to utilize best practices and technical guidance available through UNEP-CCC and other approved sources.
Required Qualifications: The ideal candidate for this position should possess a postgraduate degree in environmental management or a related climate field. They must have expertise in the Waste sector and at least 5 years of relevant work experience, preferably within Eritrea. Practical experience in research analysis and project management is essential, along with a background in international agencies or organizations being desirable. The contractor should demonstrate strong analytical skills and the ability to engage effectively with stakeholders.
Educational Background: A postgraduate degree in environmental management or a related field is required for this position. This educational background should provide the necessary knowledge and skills to effectively assess technology needs and engage with stakeholders in the context of climate change mitigation in the Waste sector.
Experience: Candidates should have a minimum of 5 years of work experience in the Waste sector or related fields. This experience should include practical involvement in research analysis and project management, with a preference for candidates who have worked in Eritrea or similar contexts. Experience in international organizations is also desirable, as it indicates familiarity with global standards and practices in project implementation.
Languages: Fluency in written and spoken English is mandatory for this position. Knowledge of a local language will be considered an advantage, as it may facilitate better communication with stakeholders and enhance the effectiveness of the contractor's engagement in the local context.
Additional Notes: The position is part-time, and the contractor will be required to report to the TNA project manager at UNEP-CCC. The outputs produced will be evaluated by the UNEP-CCC Country Responsible in consultation with the National TNA Coordinator.
