Job Description
Job Posting Organization:
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, established to support the successful implementation of peacebuilding, humanitarian, and development projects globally. UNEP-CCC assists developing countries and emerging economies in transitioning towards low carbon development paths and integrates climate resilience into national development. The organization is actively engaged in implementing the UN Environment Programme’s Climate Change Strategy and Energy Programme, particularly through the Technology Needs Assessment (TNA) project, which aims to identify, prioritize, and diffuse environmentally sound technologies for climate change mitigation and adaptation.

Job Overview:
The position involves supporting and facilitating the Technology Needs Assessment (TNA) process in relation to climate change mitigation in the Energy sector. The contractor will work under the direct supervision of the TNA Coordinator and will provide technical services on a part-time basis for assessing technology needs in Eritrea. The expected outputs include a portfolio of technologies for the sector, a TNA report detailing prioritized technologies for mitigation, a Barrier Analysis and Enabling Framework (BA&EF) report, and a Technology Action Plan (TAP) report that includes project ideas and policy briefs. The contractor will also be responsible for organizing stakeholder meetings, identifying and prioritizing technologies through participatory processes, and preparing various reports and documents as required. The role requires collaboration with the national TNA team and stakeholders to ensure effective implementation of the TNA process and outputs, utilizing best practices and methodologies provided by UNEP Copenhagen Climate Centre.

Duties and Responsibilities:
The contractor will be responsible for a range of duties including: organizing consultative stakeholder meetings and workshops for TNA validation, BA&EF validation, and TAP validation; identifying and prioritizing technologies for the Energy sector through participatory processes; leading the analysis of how prioritized technologies can be implemented in Eritrea; preparing and finalizing the TNA, BA&EF, and TAP reports with stakeholder inputs; and providing any additional inputs relevant to the TNA process as requested by the TNA Coordinator and UNEP Copenhagen Climate Centre. The contractor will also be expected to prepare working papers and other TNA-related documents to facilitate the consultative process and stakeholder engagement during meetings and workshops.

Required Qualifications:
The contractor must possess at least a postgraduate degree in environmental management or a related climate field. Expertise in the Energy sector is essential, along with a minimum of 5 years of work experience in the Energy sector or related fields, preferably with experience in Eritrea. Practical experience in research analysis and project management is also required, and experience working with international agencies or organizations is desirable.

Educational Background:
A postgraduate degree in environmental management or other climate-related fields is required for this position. This educational background should provide the necessary knowledge and skills to effectively assess technology needs and contribute to climate change mitigation efforts in the Energy sector.

Experience:
Candidates must have at least 5 years of relevant work experience in the Energy sector or related fields. This experience should include practical involvement in research analysis and project management, with a preference for candidates who have worked in Eritrea or similar contexts. Experience in an international agency or organization is considered an advantage, as it demonstrates familiarity with global standards and practices in project implementation.

Languages:
Fluency in written and spoken English is mandatory for this position. Knowledge of a local language will be considered an advantage, as it may facilitate communication with local stakeholders and enhance the effectiveness of the TNA process.

Additional Notes:
The position is part-time and may require international travel for consultancy purposes. The contractor will report to the TNA project manager at UNEP-CCC, and the outputs will be evaluated by the UNEP-CCC Country Responsible in consultation with the National TNA Coordinator.
