Job Overview:
The position of Consultant for Special Operational Police Skills Training is integral to the OSCE Mission's project aimed at enhancing the operational capacities and human rights compliance of security sector institutions in Kosovo. The consultant will be responsible for delivering a comprehensive ten-day training program tailored for 20 newly appointed members of the Specialized Operational Units (SOU). This training will focus on equipping participants with advanced tactical techniques and operational best practices essential for handling high-risk law enforcement situations. The consultant will work closely with the project/activity manager to develop training materials and methodologies that align with the Mission's objectives. The role requires a commitment to improving the effectiveness of law enforcement institutions in Kosovo, particularly in areas related to serious and organized crime, hate crimes, and overall public safety.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Submitting a draft presentation, agenda, and corresponding materials to the project/activity manager for review and potential amendments.
  • Developing the training methodology, agenda, and materials in consultation with the activity manager, ensuring that all content is relevant and effective.
  • Delivering a ten-day training program on Special Operational Police Skills for 20 SOU participants, incorporating both theoretical instruction and practical, scenario-based exercises.
  • Producing a final consultancy report that summarizes observations during the training and provides recommendations for further action by the OSCE Mission in Kosovo. The consultant will be expected to meet all deadlines for deliverables and maintain open communication with the project/activity manager throughout the assignment.

Required Qualifications:
Candidates must possess a university degree, specialized professional school, police academy training, or a degree in sports or a related field. Proven experience in specialized police training is essential, along with a minimum of ten years of relevant professional experience and at least five years of training experience. Extensive knowledge of defensive tactics and techniques used by police is required, as well as excellent written and oral communication skills in local languages, specifically Albanian and/or Serbian. The ability to work collaboratively as part of a team, with individuals from diverse cultural and religious backgrounds, is crucial. Candidates should demonstrate flexibility, adaptability, and the capacity to work effectively under pressure and within tight deadlines.

Educational Background:
The educational background required for this position includes a Bachelor's Degree or an equivalent first-level university degree. Candidates with specialized training from a police academy or professional school will also be considered. A background in sports or related fields may be advantageous, particularly if it pertains to physical training and tactical skills relevant to law enforcement.

Experience:
The position requires a significant level of experience, specifically a minimum of ten years in relevant professional roles, with at least five years dedicated to training within the police sector. Candidates should have a strong track record of delivering training programs, particularly in advanced defensive tactics and operational skills for law enforcement personnel. Experience working with law enforcement agencies in a training capacity is essential, as is familiarity with the specific challenges faced by police forces in Kosovo.

Languages:
Proficiency in local languages, particularly Albanian and/or Serbian, is mandatory for this position. Excellent communication skills in these languages are essential for effective training delivery and interaction with participants. While knowledge of additional languages may be beneficial, it is not a requirement for this role.

Additional Notes:
The contract for this position is classified as a Special Service Agreement (SSA) for a consultant, with a total duration of 13 working days. The consultant will be expected to start on October 3, 2025, and complete the training by October 31, 202
