Job Overview: The consultant will be responsible for developing and submitting the HCFC Phase-out Management Plan (HPMP) Stage II for Dominica to the United Nations Environment Programme (UNEP). This role involves finalizing the HPMP Stage II for UNEP’s submission to the Executive Committee (ExCom) and requires a comprehensive understanding of the Montreal Protocol and its associated policies. The consultant will work under the direct guidance of the OzonAction Montreal Protocol Regional Coordinator for the Caribbean region and will be expected to carry out national survey planning, develop a country report, draft the HPMP Stage II document, organize stakeholder workshops, and provide technical advice to UNEP in response to comments from the Multilateral Fund Secretariat. The position is home-based and is expected to last for six months, requiring a proactive approach to ensure timely and accurate submissions to the ExCom.
Duties and Responsibilities: The consultant will undertake a variety of tasks related to the preparation of the HPMP Stage II in Dominica, including:
Carrying out national survey planning by defining methodology, target groups, and questionnaires, as well as supporting data collection and quality review.
Analyzing HCFC/HFC consumption data and forecasting trends through 203
Developing a comprehensive country report that summarizes survey results, regulations, HPMP Stage I progress, and proposes a national phase-out strategy.
Drafting the HPMP Stage II document and revising it based on feedback from UNEP and the Government.
Organizing and supporting stakeholder workshops to review and validate the draft strategy.
Finalizing the HPMP Stage II document by incorporating all feedback for submission to ExCom 9
Providing technical advice to UNEP in responding to comments from the Multilateral Fund Secretariat and updating documents as necessary.
Required Qualifications: Candidates must possess a Master’s degree in Environmental Science, Environmental Policy, Engineering, Political Science, or a related field. In cases where candidates have other academic qualifications, these may be accepted in lieu of a bachelor's degree, provided they have at least five years of relevant working experience. A minimum of five years of professional experience is required, with at least one year specifically related to the Montreal Protocol. Candidates should have a good understanding of Executive Committee decisions regarding HPMPs, HFC activities, and other technical assistance projects funded by the Multilateral Fund. Familiarity with the control measures under the Montreal Protocol and Multilateral Fund policies and procedures is essential, along with thorough knowledge of Montreal Protocol institutions, policies, and procedures. An expert with policy and technical expertise related to the implementation of the Montreal Protocol is desired, as well as a good understanding of the operational capabilities, limitations, and needs of National Ozone Units in developing countries. Knowledge of national obligations arising from the Kigali Amendment under the Montreal Protocol is also required. Experience in writing and reviewing technical project proposals is desirable, and excellent written communication skills in English are mandatory.
