Job Overview:
The Evaluation Consultant will conduct a comprehensive midterm evaluation of the UNEP-convened Climate and Clean Air Coalition (CCAC) project. This evaluation is crucial for assessing the impact and effectiveness of the CCAC’s Strategy 2030, which aims to reduce emissions of short-lived climate pollutants such as methane and black carbon. The consultant will analyze the project's progress, identify challenges, and provide actionable recommendations for future initiatives. The evaluation will be guided by the OECD DAC evaluation criteria, focusing on relevance, coherence, effectiveness, efficiency, impact, and sustainability. The consultant will also promote reflection and learning among UNEP staff and stakeholders through the evaluation process and communication of findings.

Duties and Responsibilities:
The consultant will be responsible for the following duties:
  • Conduct a thorough assessment of the CCAC’s activities and their alignment with the Strategy 2030 objectives, including analyzing the political, financial, and social landscape changes since the project's inception.
  • Evaluate the effectiveness of the CCAC in promoting SLCPs on the global agenda and its contributions to achieving SLCP abatement targets.
  • Assess the efficiency of the CCAC's management structure and resource allocation, ensuring that human and financial resources are utilized effectively.
  • Analyze the sustainability of CCAC workstreams and their potential for long-term impact beyond 203
  • Develop actionable recommendations for strategic direction and adjustments to enhance the CCAC's effectiveness in achieving its goals.
  • Engage with stakeholders to gather insights and feedback throughout the evaluation process.

Required Qualifications:
Candidates must possess an advanced university degree in climate change, environment, natural resources management, development, or international relations. Alternatively, a different degree combined with extensive professional experience in climate change or air quality may be accepted. An additional advanced degree in project and program evaluation is advantageous. A minimum of 5 years of technical and evaluation experience in monitoring and evaluating international cooperation programs is required. Candidates should have a strong understanding of short-lived climate pollutants and related climate change and air pollution issues. Experience with climate policies, SLCPs, and emission measurements is preferred. Familiarity with OECD-DAC criteria and results-based monitoring methodologies is also beneficial.

Educational Background:
The position requires an advanced university degree in a relevant field such as climate change, environmental science, natural resources management, development, or international relations. Candidates with a different degree but extensive professional experience in climate change or air quality may also be considered. An additional advanced degree in project and program evaluation is a plus, enhancing the candidate's qualifications for this role.

Experience:
The ideal candidate should have at least 5 years of relevant experience in technical evaluation, particularly in monitoring and evaluating international cooperation programs. Experience in applying OECD-DAC evaluation criteria in strategy or program evaluations is highly desirable. Candidates should also have a solid understanding of short-lived climate pollutants, climate change, and air pollution issues, along with experience in climate and air quality policies. Familiarity with results-based monitoring and evaluation methodologies, including SMART criteria and contribution analysis, is an advantage.

Languages:
Fluency in English, both written and spoken, is essential for this position. Knowledge of additional languages, particularly French and/or Spanish, would be considered an asset, enhancing communication with diverse stakeholders and contributing to the evaluation process.
