Job Overview:
The consultant will be responsible for the timely preparation and development of a high-quality Kigali Hydrofluorocarbon (HFC) Implementation Plan (KIP) proposal for Belize and Bhutan. This role involves working closely with the regional team of the Caribbean and Asia Pacific to ensure that the proposal meets the requirements set forth by the Multilateral Fund's Executive Committee. The consultant will guide a nationwide survey to update data on HCFCs, HFCs, and their alternatives, assess the institutional frameworks for enforcing Montreal Protocol regulations, and evaluate the refrigeration and air-conditioning servicing sector. The consultant will also lead the analysis of consumption trends and develop a comprehensive country report with strategic recommendations for HFC phase-down.

Duties and Responsibilities:
  • Prepare the HFC KIP Stage I for Belize and Bhutan, ensuring compliance with the requirements outlined in the Terms of Reference.
  • Guide a nationwide survey to update data on HCFCs, HFCs, and their alternatives, focusing on the institutional and legislative frameworks, the state of the refrigeration and air-conditioning servicing sector, and mapping equipment inventories and import trends.
  • Develop survey tools and data collection strategies, analyze survey results, assess the viability of alternative technologies, and create a technology roadmap.
  • Prepare a comprehensive country report detailing survey findings, regulatory frameworks, and strategic recommendations.
  • Develop the overarching HFC phase-down strategy and the KIP Stage I project proposal, ensuring alignment with existing policies and gender mainstreaming requirements.
  • Support stakeholder consultations and assist UNEP in responding to feedback from the Multilateral Fund Secretariat to finalize the strategy and proposal.

Required Qualifications:
A Master’s degree in Environmental Science, Environmental Policy, Engineering, or a related field is required. A minimum of 5 years of work experience related to the Montreal Protocol is essential. Experience in writing and reviewing technical project proposals is desirable. Excellent written communication skills in English are required, along with policy and technical expertise related to the implementation of the Montreal Protocol in developing countries. A good understanding of Executive Committee decisions regarding HPMPs, HFC activities, and other technical assistance projects funded by the Multilateral Fund is also required.

Educational Background:
Candidates must possess a Master’s degree in Environmental Science, Environmental Policy, Engineering, or a similar field. This educational background is crucial for understanding the complexities of environmental policies and the technical aspects of the Montreal Protocol.

Experience:
The position requires a minimum of 5 years of relevant work experience, particularly in relation to the Montreal Protocol. This experience should include involvement in environmental policy development, project proposal writing, and technical assistance in developing countries.

Languages:
Fluency in oral and written English is mandatory for this position. Proficiency in additional languages may be beneficial but is not specified as a requirement.
