Job Overview:
The Finance Assistant plays a crucial role in supporting the financial services of UNOPS, ensuring high-quality, accurate, and consistent work. Reporting to the Finance Senior Officer (International), the Finance Assistant is responsible for implementing operational strategies and procedures, providing financial and administrative support, and facilitating knowledge sharing within the finance team. This position requires a client-oriented approach aligned with UNOPS regulations, and the Finance Assistant will be involved in various financial processes, including the verification of claims and expenditures related to projects in Afghanistan. The role is vital for maintaining compliance with financial policies and ensuring that all financial documentation is processed accurately and efficiently.

Duties and Responsibilities:
The Finance Assistant's duties include ensuring full compliance with verification processes and records according to UNOPS and donor policies. They will assist in controlling supporting documents for payments, processing financial documentation such as claims and invoices, and maintaining a management information system to ensure accurate transaction recording. The Finance Assistant will also provide information for reports, follow up on discrepancies, assist in preparing correspondence and reports, and maintain a proper filing system for records. Additionally, the role involves participating in finance-focused training and contributing to knowledge networks, thereby enhancing the overall execution of UNOPS financial services.

Required Qualifications:
Candidates must have completed secondary school or an equivalent level of education, with specialized training in finance being desirable. A minimum of 2 to 3 years of relevant accounting and financial experience at the national level is required. Proficiency in using computers and office software packages, particularly MS Office and database management systems, is essential. The ability to handle web-based management systems is also necessary for this role.

Educational Background:
The educational requirement for this position includes the completion of secondary school or an equivalent qualification. Specialized training in finance is considered an asset, as it provides the foundational knowledge necessary for the financial tasks expected of the Finance Assistant.

Experience:
The position requires 2 to 3 years of relevant experience in accounting and finance at the national level. This experience should include familiarity with financial processes, documentation, and the use of financial management systems. Candidates should also demonstrate proficiency in using office software and have a solid understanding of financial reporting and compliance requirements.

Languages:
Fluency in both written and oral English and the local language of the duty station is mandatory. Knowledge of a second UN working language is considered desirable, as it enhances communication and collaboration within the UN framework.

Additional Notes:
The contract type for this position is an Individual Contractor Agreement (ICA) at the Local ICA-4 level. The contract is ongoing and open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
