Job Overview: The consultant will play a crucial role in providing LVC (Low-Volume Countries) with a replicable and practical methodology for assessing their MAC (Mobile Air Conditioning) sector and establishing a foundational inventory. The consultant will support LVCs in planning and implementing MAC sector strategies that align with HFC (Hydrofluorocarbons) phase-down goals and KIP (Key Implementation Plan) outcomes. The position is home-based and expected to last for four months, focusing on ensuring the sustainability, scalability, and replicability of project outcomes across other LVCs. The consultant will work under the supervision of the OzonAction Montreal Protocol Programme Management Officer and the Head of OzonAction, contributing to the development of methodologies, frameworks, and reports that will assist LVCs in understanding and improving their MAC sectors.
Duties and Responsibilities: The consultant will be responsible for several key tasks:
Proposing a methodology to determine baseline data on HFC consumption in the MAC sector, measured in metric tons and CO2 equivalent tons.
Preparing a guide for establishing an inventory of MAC and MAC servicing workshops within the country.
Developing a Framework MAC Sector Response Plan Outline that can be easily followed by countries.
Compiling a report on project activities and making recommendations for linking the plan holistically to KIP outcomes.
Creating a package of materials to be shared with other LVCs for use in their projects. The consultant will also assess the capacity of National Ozone Units (NOUs) to evaluate consumption trends in the MAC sector, including data on vehicle fleets, refrigerants used, leakage rates, and the number of technicians and training centers in the MAC sector.
Required Qualifications: The position requires a Master's degree in science, environment, engineering, or other relevant fields, combined with at least seven years of relevant experience. Alternatively, a Bachelor's degree in a relevant academic field with nine years of qualifying work experience may be accepted. Candidates must demonstrate strong knowledge and experience in the MAC and RAC (Refrigeration and Air Conditioning) sectors, as well as in designing and conducting surveys, data collection, and analysis. Strong report writing skills and organizational abilities are essential, along with familiarity with MLF (Multilateral Fund) processes and guidelines. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Publisher) is also required.
Educational Background: Candidates must possess a Master's degree in a relevant field such as science, environment, or engineering. A Bachelor's degree may be accepted if accompanied by sufficient relevant work experience, specifically nine years in a related field. This educational background is crucial for understanding the technical and policy aspects of the MAC sector and for effectively contributing to the project's objectives.
Experience: The consultant is expected to have at least seven years of relevant professional experience, particularly in the MAC and RAC sectors. This experience should include a proven track record of working with the Montreal Protocol and Ozone Layer Protection programs and projects. Candidates should demonstrate strong analytical skills, the ability to prioritize tasks effectively, and experience in managing tight deadlines.
Languages: Fluency in both oral and written English is required for this position. This proficiency is essential for effective communication, report writing, and collaboration with various stakeholders involved in the project.
