Job Overview:
The position involves delivering a comprehensive five-day advanced training program aimed at enhancing the writing and presentation skills of ten officers from the Police Inspectorate of Kosovo (PIK). The training is designed to equip participants with advanced skills necessary for effective communication, including the preparation of detailed reports and the delivery of persuasive presentations. The consultant will be responsible for developing training methodologies, preparing presentation materials, and conducting the training sessions. The overall objective is to strengthen the participants' ability to convey complex information clearly and effectively, thereby improving their operational effectiveness in law enforcement contexts. This role is crucial in supporting the OSCE's mission to enhance the capacities of local law enforcement institutions in Kosovo, particularly in the areas of forensics, oversight, and combating organized crime.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Developing the training methodology and materials in consultation with the Police Development and Monitoring Section (PDMS) activity manager.
  • Preparing presentation slides and case studies that align with the training objectives, including pre and post-evaluation materials.
  • Delivering a three-day advanced training program focused on writing and presentation skills for the officers of the Police Inspectorate of Kosovo (PIK).
  • Producing a final training evaluation report that includes observations and recommendations for further action by the OSCE Mission in Kosovo.
  • Submitting the presentation, agenda, and corresponding materials to the activity manager for review by October 13, 202
  • Incorporating feedback from the PDMS into the training agenda and materials by October 17, 202
  • Conducting the five-day training from October 20 to 24, 2025, for ten PIK participants.
  • Delivering a final training evaluation report to the PDMS Project Manager by October 31, 2025, summarizing the training observations and outcomes.

Required Qualifications:
Candidates must possess a bachelor’s degree from a recognized university in law, social sciences, or a police college. Additionally, a minimum of ten years of relevant professional experience in writing and presentation skills is required. Candidates should have at least five years of training experience specifically related to law enforcement oversight. Proven experience in delivering specialized training courses to law enforcement agencies and public institutions is essential. Previous professional experience working with international organizations is highly desirable. Knowledge of the Kosovo context will be considered an advantage, along with cultural sensitivity and sound professional judgment. Experience in capacity building roles is an asset, and candidates must demonstrate excellent spoken and written English language skills. The ability to work collaboratively as part of a diverse team is also crucial.

Educational Background:
The position requires a bachelor’s degree, which can be a first-level university degree or its equivalent, preferably in fields related to law, social sciences, or police studies. This educational background is essential to ensure that the consultant has a solid understanding of the legal and social frameworks relevant to law enforcement and human rights compliance.

Experience:
The ideal candidate should have a substantial level of experience, specifically a minimum of ten years in areas related to writing and presentation skills. This experience should include at least five years of direct training experience in law enforcement oversight, demonstrating the ability to effectively communicate complex information and train others in these skills. Previous work with international organizations will be beneficial, as it indicates familiarity with international standards and practices in law enforcement and human rights.

Languages:
Fluency in English is mandatory, both spoken and written, as the training materials and communication will be conducted in English. While not mandatory, knowledge of additional languages relevant to the Kosovo context may be considered an asset, enhancing the consultant's ability to engage with diverse participants and stakeholders.

The contract for this position is a Special Service Agreement (SSA) for a consultant role, with a total duration of five working days. The position is classified as a consultant role with no specific grade assigned.
