Job Overview:
The (Senior) Technical Officer, Care and Treatment will play a crucial role in ensuring the delivery of high-quality HIV treatment services. This includes responsibilities such as treatment linkage, adherence, continuity of care, and the prevention and treatment of opportunistic infections like tuberculosis and advanced HIV diseases. The officer will provide technical assistance to coordinate care and treatment efforts, ensuring that the needs of PLHIV and key populations are met in alignment with EpiC priorities. The position requires collaboration with government and relevant stakeholders to support clients in treatment, ensuring they receive adequate support for adherence and continuity of care. The officer will also be responsible for maintaining effective communication with stakeholders, identifying necessary changes to uphold high-quality programming, and collaborating with team members to monitor quality and compliance with guidelines and management systems. This role is essential for establishing and maintaining collaborative relationships with donors, governments, and other partners to achieve project goals and successful implementation.

Duties and Responsibilities:
The duties and responsibilities of the (Senior) Technical Officer include:
  • Ensuring the delivery of high-quality HIV treatment services, including treatment linkage, adherence, and continuity of care.
  • Providing technical assistance in coordinating care and treatment efforts for PLHIV and key populations.
  • Collaborating with government and stakeholders to support clients in treatment.
  • Maintaining effective communication with stakeholders and implementing necessary changes for high-quality programming.
  • Working with team members to plan, monitor quality, and ensure compliance with guidelines and management systems.
  • Establishing collaborative relationships with donors and partners for successful project implementation.
  • Participating in continuous quality improvement (CQI) initiatives and providing support to provincial response teams.
  • Identifying and addressing performance gaps to ensure effective program implementation.

Required Qualifications:
The required qualifications for the position include:
  • A medical degree or an advanced degree in public health.
  • Experience working in the HIV/AIDS field, specifically in care and treatment.
  • Knowledge of the Vietnamese health system.
  • Experience working with international NGOs and the Government of Vietnam to improve health outcomes.
  • Experience on U.S. Government-funded projects is an advantage.
  • Excellent written and oral communication skills in both English and Vietnamese.
  • Proficiency in MS Office applications (Word, Excel, PowerPoint, etc.).
  • Ability to travel as necessary.

Educational Background:
Candidates must possess a medical degree or an advanced degree in public health. This educational background is essential for understanding the complexities of HIV treatment and care, as well as the public health implications of the work being done.

Experience:
The position requires candidates to have experience working in the HIV/AIDS field, particularly in care and treatment. Familiarity with the Vietnamese health system is crucial, as is experience collaborating with international NGOs and the Government of Vietnam to enhance health outcomes. Experience with U.S. Government-funded projects is considered an advantage, as it demonstrates familiarity with the specific requirements and expectations of such initiatives.

Languages:
Proficiency in both English and Vietnamese is mandatory for this position, as effective communication with stakeholders and clients is essential. Additional language skills may be considered beneficial but are not required.
