Job Overview: The Lead Coordinator for NDC 3.0 Development will play a pivotal role in supporting The Gambia's efforts to develop its Nationally Determined Contributions (NDC) 3.0 in alignment with the Long-Term Strategy (LTS) for climate neutrality by 205
This position involves providing comprehensive technical support for the development of the NDC, which includes creating greenhouse gas (GHG) reduction scenarios for both mitigation and adaptation. The coordinator will be responsible for ensuring that the NDC 3.0 document is prepared for government review and approval, ultimately leading to its submission to the UNFCCC Secretariat. The role requires a deep understanding of climate change frameworks, stakeholder engagement, and the ability to synthesize complex information into actionable plans. The coordinator will also facilitate stakeholder consultations and workshops to ensure broad input and ownership of the NDC process, aligning it with national priorities and international climate goals.
Duties and Responsibilities: The Lead Coordinator will be tasked with a variety of responsibilities aimed at ensuring the successful development and validation of The Gambia's NDC 3.
Key duties include:
Developing a detailed work plan and stakeholder engagement strategy for the NDC 3.0 process.
Participating in inception workshops to validate the work plan and governance structure.
Guiding the development of coherent NDC scenarios and mitigation/adaptation measures, including stakeholder consultations and synthesis of recommendations.
Leading the organization of a multistakeholder validation workshop to finalize the NDC 3.0 document.
Providing comprehensive reports on monitoring indicators for NDC implementation and ensuring compliance with ICTU guidelines.
Collaborating closely with UNEP-CCC and other stakeholders, maintaining regular communication and updates on progress.
Ensuring that the NDC 3.0 aligns with national policies, international climate commitments, and incorporates feedback from various stakeholders.
Required Qualifications: Candidates must possess a Bachelor’s degree in environmental management, Agronomy, Public Administration, Civil Engineering, Environmental Sciences, Economics, Political Science, or a related field. A postgraduate degree (Master’s) in Climate Change, Environmental Planning, Public Administration, Political Science, or a related field is desirable. Additionally, candidates should have a minimum of seven years of relevant work experience in climate mitigation, adaptation, and finance, or five years with a master's degree. Experience in Monitoring, Reporting, and Verification (MRV) processes, climate strategy design, and coordination of multidisciplinary teams is essential. Candidates should also demonstrate analytical capacity and familiarity with The Gambia’s climate change regulatory framework.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field such as environmental management, public administration, or a related discipline. A Master’s degree in a specialized area related to climate change or environmental planning is highly desirable and will enhance a candidate's qualifications for the role.
Experience: The position requires a minimum of seven years of relevant work experience in climate change-related fields, including climate mitigation and adaptation strategies, climate finance, and the development of national climate strategies. Candidates with a master's degree may qualify with five years of experience. Additionally, at least four years of experience in processes related to Monitoring, Reporting, and Verification (MRV) and climate transparency frameworks is required, along with three years of experience in coordinating multidisciplinary teams.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and for reporting purposes. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position is part-time and involves working closely with various stakeholders, including government representatives and international organizations. The consultant will report to the Climate Advisor at UNEP and the Deputy Permanent Secretary of the Ministry of Environment, Climate Change and Natural Resources.
