Job Overview: The Modelling Expert will play a pivotal role in the development of The Gambia's Nationally Determined Contributions (NDC) 3.0, which is aligned with the country's Long-Term Strategy (LTS). This position requires the expert to provide technical leadership in creating greenhouse gas (GHG) mitigation sectoral scenarios that will inform the NDC 3.
The expert will be responsible for designing and implementing a robust modelling framework, developing sectoral and economy-wide emissions pathways, identifying feasible mitigation options, and preparing analytical inputs to support government review and stakeholder engagement. The ultimate goal is to produce a comprehensive, data-driven, and nationally validated NDC 3.0 document that meets the requirements for submission to the UNFCCC Secretariat. The expert will work closely with the Lead coordinator-consultant" style="border-bottom: 1px dotted #007bff !important;">Coordinator consultant and engage with various stakeholders to ensure that the modelling work aligns with national priorities and ambitions for climate action.
Duties and Responsibilities: The Modelling Expert will be responsible for several key outputs and activities, including:
Developing an Inception Report and Workshop, which involves contributing to a detailed work plan and stakeholder engagement plan for NDC 3.0, participating in the NDC 2.0 stocktake inception workshop, and delivering a report summarizing the proposed modelling methodology and validated structure of NDC 3.
Developing and validating the NDC 3.0, which includes creating coherent scenarios and mitigation measures, participating in stakeholder consultations, assessing data availability, calculating emissions, updating mitigation measures, and running models to develop baseline and mitigation scenarios.
Contributing to a multistakeholder validation workshop to finalize the NDC 3.0, ensuring alignment with national priorities and ambition levels.
Providing compliance information as it relates to the modelling work, ensuring clarity and transparency in the NDC 3.0 documentation. The expert will also be responsible for quality assurance checks of the data used in the model and conducting sensitivity analyses to validate results.
Required Qualifications: The ideal candidate must possess a Bachelor’s degree in environmental management, Agronomy, Public Administration, Civil Engineering, Environmental Sciences, Economics, Political Science, or a related field. A postgraduate degree (Master’s) in Climate Change, Environmental Planning, Public Administration, Political Science, or a related field is desirable. The candidate must have a minimum of nine years of relevant work experience in climate change, climate change modelling, energy modelling, and GHG emissions inventory with a Bachelor’s degree, or seven years with a Master’s degree. Additionally, the candidate should have at least six years of experience modelling GHG mitigation measures using software such as LEAP or GACMO, and experience in national climate strategy design and development. Demonstrated skills in GHG emission simulation and modelling, preparing policy reports, and knowledge of The Gambia’s climate change regulatory framework are essential.
Educational Background: Candidates must have a Bachelor’s degree in a relevant field such as environmental management, Agronomy, Public Administration, Civil Engineering, Environmental Sciences, Economics, Political Science, or a related field. A Master’s degree in Climate Change, Environmental Planning, Public Administration, Political Science, or a related field is considered desirable and will enhance the candidate's qualifications for the role.
Experience: The position requires a minimum of nine years of relevant work experience in climate change, climate change modelling, energy modelling, and GHG emissions inventory for candidates with a Bachelor’s degree, or seven years for those with a Master’s degree. Additionally, candidates should have at least six years of experience specifically in modelling GHG mitigation measures using various software, as well as experience in national climate strategy design and development, including identifying climate targets and defining mitigation measures.
Languages: Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an advantage, but English is the primary language required for communication and documentation.
Additional Notes: The position is part-time and involves working closely with national stakeholders and the UNEP. The consultant will report to Clarine Ovando, Climate Advisor at UNEP, and the Deputy Permanent Secretary of the Ministry of Environment, Climate Change and Natural Resources.
