Job Overview: The National Information Systems Developer (NP2) position is crucial for the effective functioning of the OSCE Mission to Bosnia and Herzegovina. The role involves delivering software development and advisory services that support the mission's objectives. The successful candidate will be responsible for maintaining and improving existing information systems, implementing new systems, and providing expert advice to ensure that the mission's activities are supported by appropriate technology. This position requires a proactive approach to evaluating the necessity of information systems, selecting suitable technologies, and ensuring the security" style="border-bottom: 1px dotted #007bff !important;">security of sensitive data. The developer will also participate in organization-wide software development projects, contributing to the overall goals of the mission.
Duties and Responsibilities: The incumbent will be tasked with a variety of responsibilities, including:
Maintaining and enhancing existing information systems and implementing new ones, ensuring they meet the mission's needs. This includes participating in the entire software development lifecycle: analyzing requirements, designing systems, creating documentation, developing, testing, implementing, deploying, securing, administering, monitoring, and maintaining in-house developed applications and databases.
Contributing to the continuous improvement of software development services by providing recommendations for enhancements to existing systems and procedures.
Supporting mission activities by offering technical advice during the planning and implementation of various projects, ensuring compliance with organizational rules and regulations.
Collaborating with other ICT teams and users on organization-wide software development projects.
Providing training to staff on information systems, creating technical documents, user manuals, and conducting training sessions.
Required Qualifications: Candidates must have completed secondary education, supplemented by formal training in software development and relevant certifications. A minimum of six years of experience in database systems design, development, and administration is required, with proficiency in technologies such as Microsoft SQL Server, .NET, ASP.NET, and others. A university degree in a relevant field may substitute for up to two years of experience. Candidates should possess thorough knowledge of software development patterns, modern network and security concepts, and experience in providing training on applications. Professional fluency in English and local languages is essential, along with excellent communication skills.
Educational Background: The position requires a high school diploma or equivalent, with additional formal training in software development. A university degree in a relevant field is preferred and may be considered as a substitute for some work experience.
Experience: Candidates should have at least six years of relevant work experience in software development, particularly in designing and administering database systems and applications. Experience in an international organization or company is preferred, and candidates should demonstrate a capacity for continuous learning and adaptation to new technologies and methodologies.
Languages: Professional fluency in English is mandatory, along with proficiency in local languages. Knowledge of other OSCE working languages is considered an asset.
Additional Notes: This position is a full-time, fixed-term contract with a monthly remuneration of 2,645.59 BAM, subject to social security deductions. Social benefits include participation in a health insurance scheme and a provident fund. The position is open only to citizens and permanent residents of Bosnia and Herzegovina. The OSCE does not reimburse expenses related to interviews or relocation, and appointments are subject to medical clearance. The mandatory retirement age is 65 years, and candidates should be aware that the OSCE does not request payment at any stage of the application process.
