Job Overview: The position of Consultant for Post-Explosion Investigation Training is designed to enhance the operational preparedness of the Kosovo Police (KP) Bomb Squad officers. The consultant will be responsible for delivering a specialized training program that focuses on advanced techniques for conducting thorough post-explosion investigations. This role is critical in supporting legal processes and ensuring public safety by equipping law enforcement personnel with the necessary skills to effectively analyze explosion scenes, manage evidence collection, and perform forensic analysis. The consultant will work closely with the OSCE Mission in Kosovo to develop training materials, methodologies, and deliver a five-day training session for 15 KP Bomb Squad participants. The overall objective is to improve the capabilities of local law enforcement institutions in tackling serious and organized crime, as well as enhancing their response to hate crimes and other criminal activities.
Duties and Responsibilities:
Submit the draft presentation, agenda, and related materials to the project/activity manager for review and possible amendment.
Develop the training methodology, agenda, and materials in consultation with the activity manager. Deliver the agenda, presentation slides, and case studies prior to the training.
Deliver a five-day 'Training on Post-Explosion Investigation' for 15 KP Bomb Squad participants.
Produce a final consultancy report with recommendations for further action by the OSCE Mission in Kosovo.
Ensure that all training materials are tailored to the specific needs of the KP Bomb Squad and align with the objectives of the OSCE's project on enhancing security sector capacities.
Engage with participants during the training to facilitate learning and address any questions or concerns they may have.
Evaluate the effectiveness of the training program and provide feedback for future improvements.
Collaborate with other experts and stakeholders involved in the project to ensure a comprehensive approach to capacity building in the security sector.
Required Qualifications:
A bachelor’s degree in criminology, chemistry, mathematics, physics, risk analysis, emergency management, or a related field.
Proven work experience as a trainer in the area of post-explosion investigation.
Previous professional experience working with international organizations is an asset.
Knowledge of the Kosovo context is advantageous.
Cultural sensitivity and sound professional judgment are essential.
Previous experience in a capacity-building role is an asset.
Excellent spoken and written English is mandatory.
Ability to work effectively as part of a team, with individuals from diverse cultural and religious backgrounds.
Educational Background: Candidates must possess a bachelor’s degree in a relevant field such as criminology, chemistry, mathematics, physics, risk analysis, or emergency management. This educational background is crucial for understanding the scientific and analytical aspects of post-explosion investigations, as well as the methodologies used in training law enforcement personnel.
Experience: The position requires proven work experience as a trainer specifically in the area of post-explosion investigation. Candidates should have a track record of delivering specialized training courses to law enforcement agencies and public institutions. Experience working with international organizations is considered an asset, as it demonstrates familiarity with international standards and practices in law enforcement training.
Languages: Fluency in English is mandatory, both spoken and written. This is essential for effective communication during the training sessions and for the preparation of training materials. Knowledge of additional languages, particularly those spoken in Kosovo, may be considered an advantage but is not mandatory.
Additional Notes: The consultant will be hired under a Special Service Agreement (SSA) for a duration of 8 working days. The position is classified as a consultant role with no specific grade. The remuneration package will be based on the consultant's qualifications, experience, and the tasks and deliverables outlined for this position, in accordance with the OSCE's established rates.
