Job Overview:
The Social Protection Programme Technical Officer will play a crucial role in supporting the ILO's initiatives aimed at enhancing social protection systems in the State of Palestine. This position involves providing direct technical support to various projects within the social protection portfolio, particularly focusing on the integration of humanitarian and development efforts. The officer will be responsible for coordinating project activities, ensuring alignment with ILO policies, and facilitating communication among stakeholders. The role requires a proactive approach to managing relationships with government entities, social partners, and international organizations to promote effective social protection reforms. The officer will also be involved in developing training materials and conducting workshops to enhance the capacity of local stakeholders in implementing social protection measures.

Duties and Responsibilities:
The incumbent will be responsible for the effective coordination, planning, implementation, monitoring, and evaluation of development cooperation project activities related to social protection in the State of Palestine. Key responsibilities include facilitating regular exchanges and interactions across projects to ensure coherence and integration, managing day-to-day operations of assigned staff, maintaining close liaison with various stakeholders including government bodies and NGOs, providing technical advice on social security" style="border-bottom: 1px dotted #007bff !important;">security reforms, conducting research and preparing reports, developing training materials, and representing the ILO in relevant forums. The officer will also be tasked with promoting gender equality and non-discrimination in all project aspects and ensuring compliance with ILO policies and guidelines.

Required Qualifications:
Candidates must possess an advanced university degree in economics, public law, public administration, social sciences, development studies, or a related field. Alternatively, a first-level university degree in one of these fields, combined with two additional years of relevant experience, will be accepted. The position requires at least five years of professional experience in social protection and social policy, with a minimum of three years at the international level. Experience in supporting social security reforms and implementing non-contributory social protection programs is highly desirable. Familiarity with the Arab States region will be considered an advantage.

Educational Background:
The educational requirements for this position include an advanced university degree in relevant fields such as economics, public law, public administration, social sciences, or development studies. A first-level university degree in one of these areas, along with additional relevant experience, may also be accepted. This educational background is essential for understanding the complexities of social protection systems and policies.

Experience:
The ideal candidate should have a minimum of five years of professional experience in the field of social protection and social policy, with at least three years of this experience gained at the international level. Demonstrated experience in supporting social security and social protection reforms is crucial, as is experience with the implementation of non-contributory social protection programs. Familiarity with the Arab States region and its specific challenges in social protection will be beneficial for this role.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills. Knowledge of Arabic is considered a strong advantage, as it will facilitate communication with local stakeholders and enhance the effectiveness of project implementation.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension based on funding availability and performance. The role requires the incumbent to be based in East Jerusalem, with frequent travel to ILO offices in Ramallah.
