Job Overview: Under the supervision of the Deputy CountryDirector - Support, the primary mission of this position is to ensure the proper management and transparency of funds by overseeing the accounting and financial management of the mission in compliance with ACF management frameworks and local legislation in the Democratic Republic of the Congo. The role involves contributing to the definition of the mission's strategy, ensuring accurate accounting practices, managing cash flow, overseeing budgetary and financial management, promoting collaboration and financial coordination with mission partners, and preventing and managing fraud and corruption. The successful candidate will also be responsible for mentoring and supporting the finance team in the capital and serving as the Functional Responsible for Finance Managers at the bases. Upon taking the position, immediate priorities will include preparing the budget for 2026 and a three-year budget plan, deploying a new financial management tool, and assisting finance teams with a transition to new accounting practices.
Duties and Responsibilities:
Contribute to the definition of the mission's strategy and ensure alignment with organizational goals.

Manage the mission's cash flow effectively to ensure liquidity and operational efficiency.
Oversee budgetary and financial management, ensuring compliance with ACF policies and local regulations.
Promote and ensure financial collaboration and coordination with mission partners to enhance operational effectiveness.
Prevent and manage situations of fraud and corruption, implementing necessary controls and audits.
Mentor and support the finance team in the capital, providing guidance and oversight to Finance Managers at the bases.
Prepare the annual budget for 2026 and develop a three-year budget plan.
Deploy a new financial management tool to enhance reporting and analysis capabilities. 1

Required Qualifications: The ideal candidate should possess a Master's degree (Master 1 or Master 2) in finance, management, or accounting. A minimum of five years of professional experience in a similar role within an international NGO is required. Candidates should have substantial experience in budget management across multiple projects with significant financial volumes. Strong organizational skills, attention to detail, and flexibility are essential. The ability to manage a complex financial system and proven team management skills are also critical. Problem-solving capabilities and a proactive approach to challenges are necessary attributes for success in this role.
Educational Background: Candidates must have a higher education degree, specifically a Master 1 or Master 2 in finance, management, or accounting. This educational background is crucial for understanding the complexities of financial management within the context of humanitarian work.
Experience: A minimum of five years of relevant professional experience is required, particularly in financial management roles within international NGOs. Experience managing budgets for multiple projects with significant financial implications is essential. Languages: Fluency in French, both spoken and written, is mandatory for this position. Knowledge of additional languages may be considered an asset, enhancing communication within diverse teams and with local partners.

The gross monthly salary ranges from €2,597 to €2,968, depending on experience, and includes a 13th-month salary. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% salary increase every 12 months of continuous contract. Monthly per diem and living expenses amount to $974 net, paid on-site. Additional monthly context allowance of €150 and a child allowance of €1,500 per year per child present in the home country (with a cap of €6,000 per year) are provided. Transportation and accommodation are covered, with collective housing arrangements. Medical coverage includes 100% reimbursement of health insurance contributions and medical expenses, extending up to one month after contract termination. Salary maintenance provisions for illness, maternity, and paternity are in place. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel expenses covered for breaks, alongside a flat indemnity of €215 per RnR. Continuous professional development support and unlimited access to the Talentsoft e-learning platform are also offered.
