Job Overview: The Advocacy Manager will work under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director to develop and support the implementation of an advocacy strategy for the Democratic Republic of the Congo (DRC). This role involves leading humanitarian advocacy and communication efforts, conducting research activities within the DRC, and supporting global advocacy and communication on issues related to hunger and conflict. The Advocacy Manager will act as a political focal point, providing direct support to the national office and ensuring external representation in advocacy coordination forums and working groups to integrate ACF's positions. Key priorities upon taking the position will include conducting analysis and drafting follow-up reports on the Hunger and Conflict project, organizing the dissemination of results and key messages at national, regional, and international levels, and preparing for an advocacy tour scheduled for the fall, in coordination with headquarters and the ACF network.
Duties and Responsibilities: The Advocacy Manager will be responsible for developing and supporting the implementation of a humanitarian advocacy and communication strategy for the DRC. This includes leading research activities in the DRC and supporting global advocacy and communication efforts on hunger and conflict. The role requires acting as a political focal point and providing direct support to the national office. The Advocacy Manager will ensure representation in external forums and working groups, integrating ACF's positions into discussions. Specific duties include conducting analysis and drafting reports on the Hunger and Conflict project, disseminating results and key messages, and preparing for an advocacy tour. Additionally, the Advocacy Manager will manage a Policy Officer who will work closely with the International NGOs Forum (FONGI).
Required Qualifications: Candidates must hold a Bac+5 (Master's degree) in social sciences, international relations, international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law, politics, development studies, or a related field. A solid and demonstrated expertise in humanitarian advocacy and/or representation, negotiation, and influencing aid policies is required, with a minimum of three years of relevant experience. Candidates should have proven experience in conducting research activities and analyzing qualitative and quantitative data sets. Experience working with MEAL specialists for advocacy purposes, managing complex communication campaigns, and leading teams in diverse cultural contexts is essential. Candidates must possess the ability to understand a wide range of complex issues and synthesize them strategically. A good knowledge of international law, humanitarian principles, and the humanitarian system is also necessary, along with familiarity with transformative agendas and issues impacting humanitarian action.
Educational Background: The position requires a minimum educational qualification of a Bac+5 (Master's degree) in relevant fields such as social sciences, international relations, international humanitarian law, politics, or development studies. This advanced education is crucial for understanding the complexities of humanitarian advocacy and the political landscape in which ACF operates.
Experience: Candidates should have at least three years of relevant experience in humanitarian advocacy, representation, negotiation, and influencing aid policies. This experience should include conducting research, analyzing data, and managing communication campaigns in diverse cultural contexts. Proven leadership skills in managing teams and projects are also essential for this role.
Languages: Fluency in both French and English is mandatory, with excellent writing and oral communication skills in both languages. Proficiency in additional languages may be considered an asset but is not required.

The gross monthly salary ranges from €2,597 to €2,968, depending on experience, and includes a 13th-month salary. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Monthly per diem and living expenses of $974 net will be provided, along with a monthly contextual allowance of €15
An annual child allowance of €1,500 per child is available, with a maximum of €6,000 per year. Transportation and accommodation will be covered, and medical coverage includes 100% reimbursement of health contributions and repatriation insurance. Salary maintenance provisions for illness, maternity, and paternity are also included. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel expenses covered for breaks.
