Job Overview:
The Field Security Associate plays a vital role in supporting the Field Security Officer (FSO) in Niger by providing specialized assistance in security risk management. This position involves establishing and maintaining effective relationships with the United Nations Department of Safety and Security (UNDSS), host government agencies, and local authorities to gather and communicate security-related information. The Field Security Associate will assist in the development and implementation of security plans tailored to the IOM Country Office, including contingency and emergency response plans. The role requires active participation in security evaluations, monitoring security measures, and ensuring that all relevant safety information is disseminated to IOM personnel in a timely manner. Additionally, the Field Security Associate will conduct training courses on security awareness and provide orientation to newly assigned staff, thereby fostering a culture of safety and preparedness within the organization.

Duties and Responsibilities:
  • Support the Field Security Officer in establishing and maintaining security awareness within IOM Niger.
  • Develop and maintain effective working relationships with UNDSS, host government agencies, and local authorities to obtain up-to-date security information.
  • Assist in collecting, updating, and communicating information regarding the security situation in Niger.
  • Conduct thorough gathering and verification of security information for proper analysis.
  • Aid in the development and implementation of IOM-specific security plans, including SOPs and BCP inputs.
  • Conduct Security Risk Management (SRM) assessments and monitor the implementation of recommended security measures.
  • Provide advice on Residential Security Measures (RSM) and current trends affecting staff safety.
  • Manage the Country Office Warden system, ensuring updated staff lists and effective communication systems.
  • Report security incidents affecting IOM personnel and prepare security reports. 1
  • Organize and conduct training on security awareness and preparedness for IOM personnel. 1
  • Maintain an orderly filing system for confidential security documents and correspondence. 1
  • Implement IOM Niger security measures and verify access control procedures. 1
  • Assist in investigations related to incidents affecting IOM personnel and assets. 1
  • Liaise with commercial security companies to ensure effective use of security resources. 1
  • Perform other duties as assigned by the Field Security Officer.

Required Qualifications:
  • University degree in Security, Social Sciences, International Studies, Communications, or a related field from an accredited institution, with four years of relevant professional experience; or a completed High School degree with six years of relevant experience.
  • Relevant professional experience in humanitarian, public, private, or corporate sectors is desirable.
  • Experience in security programs, risk assessments, or analysis is preferred.
  • Operational security risk management, investigations, or physical security experience is advantageous.
  • Familiarity with radio communications is desirable.
  • Successful completion of the UNDSS Field Security Associate (FSA) course is a plus.
  • Strong collaboration skills with senior government security counterparts and stakeholders are beneficial.
  • Ability to work effectively with colleagues from diverse cultures and backgrounds.
  • Excellent oral and written communication skills, with active listening and effective response capabilities.

Educational Background:
Candidates must possess a university degree in Security, Social Sciences, International Studies, Communications, or a related field from an accredited academic institution. Alternatively, a completed High School degree from an accredited institution is acceptable, provided the candidate has six years of relevant professional experience. The educational background should equip candidates with the necessary knowledge and skills to understand security dynamics and risk management in a humanitarian context.

Experience:
The position requires relevant professional experience in the humanitarian, public, private, or corporate sectors. Candidates should have a minimum of four years of experience in security-related roles, with a focus on security programs, risk assessments, or operational security management. Experience in conducting investigations and familiarity with physical security measures are also desirable. Additionally, candidates should have experience in using radio communications and should ideally have completed the UNDSS Field Security Associate (FSA) course to ensure they are well-prepared for the responsibilities of the role.

Languages:
Fluency in French is required for this position, both oral and written. This is essential for effective communication within the IOM and with local authorities and stakeholders. A working knowledge of English is desirable, as it may facilitate communication with international colleagues and enhance the ability to access a broader range of resources and information.

Additional Notes:
The position is based in Niamey, Niger, and is expected to be a full-time role. The Field Security Associate will work closely with the Field Security Officer and other IOM personnel to ensure the safety and security of staff and operations. The role may involve occasional travel within the country to assess security conditions and implement security measures.
