Job Overview:
The Climate Programme Officer position is crucial for the implementation of WFP's climate-related interventions, particularly in the context of the Adaptation Fund project aimed at enhancing the adaptive capacity of vulnerable communities in the Republic of the Congo. The officer will play a pivotal role in supporting the National Implementation Unit (NIU) within the Ministry of Environment, Sustainable Development, and the Congo Basin. This role involves planning and executing project activities that address the impacts of climate change on food security and nutrition. The officer will work closely with various stakeholders, including government entities and local communities, to ensure that project objectives are met effectively. The position requires a proactive approach to managing project timelines, resources, and stakeholder engagement, ensuring that the project aligns with WFP's strategic goals and the needs of the communities served. The officer will also contribute to the development of reports and evaluations, providing insights into the project's progress and areas for improvement.

Duties and Responsibilities:
The Climate Programme Officer will have a comprehensive set of responsibilities, including but not limited to:
  • Advising and supporting the National Implementation Unit (NIU) in planning and executing project activities, including developing annual work plans, expenditure plans, and procurement plans.
  • Monitoring the implementation progress of project activities, organizing regular meetings with national counterparts, and supporting activity planning and execution.
  • Co-supervising the work of Local Coordination Assistants (LCAs) who are responsible for field implementation, ensuring effective communication and collaboration between WFP and the NIU.
  • Collecting and reviewing performance reports from the NIU, ensuring that project documentation is organized and accessible.
  • Providing support during stakeholder consultations and field missions as needed.
  • Assisting in the preparation of legal agreements and ensuring compliance with project operating procedures and Adaptation Fund regulations.
  • Coordinating the development of annual project performance reports, integrating feedback from various stakeholders, and addressing inquiries from the Adaptation Fund secretariat.
  • Supporting the Activity 4 team with climate change adaptation-related activities, including writing concept notes and funding proposals, and contributing to climate-related studies and assessments.

Required Qualifications:
Candidates must possess an advanced university degree or a university degree with relevant experience and training in disciplines such as climate science, disaster risk management, environmental sciences, or related fields. The role requires a strong understanding of climate change adaptation and disaster risk management, as well as experience in implementing interventions at national or community levels. Candidates should demonstrate a proven track record of managing climate-related projects and possess strong interpersonal and coordination skills. The ability to communicate effectively with diverse stakeholders and to work collaboratively in a team environment is essential. Additionally, candidates should have strong analytical, reporting, and writing skills, along with proficiency in Microsoft Office applications. Familiarity with donor regulations, particularly those of the Adaptation Fund and Green Climate Fund, is advantageous.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as climate science, disaster risk management, environmental sciences, or development studies. Alternatively, candidates with a university degree accompanied by substantial experience and specialized training in these areas may also be considered. Continuous professional development through training and courses related to climate change and disaster risk reduction is highly valued.

Experience:
Candidates should have at least four years of progressively responsible experience in designing and implementing climate change adaptation projects or related interventions. Experience in humanitarian aid and development project design and implementation is essential, with field-level experience considered an asset. The role demands a strong understanding of the complexities surrounding climate change and food security, as well as the ability to navigate the challenges of working in vulnerable communities.

Languages:
Proficiency in both written and spoken French and English is mandatory for this position, with a proficiency level of C or higher. This bilingual requirement is crucial for effective communication with diverse stakeholders and for the preparation of project documentation and reports. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
This position is offered on a CST-1 contract basis for an initial duration of six months. The role is based in Brazzaville, Republic of the Congo, and may involve travel to project sites within the country.
