Job Overview:
The position of Asistente de Programas CS-5 focuses on specialized and standardized activities related to policies and programs that support the effective delivery of assistance measures. The role is crucial in implementing cash-based transfer (CBT) modalities, which include both individual assistance and institutional commodity vouchers. The incumbent will be expected to provide project management support, ensuring compliance with operational procedures and the effective execution of payment cycles. This position requires a proactive approach to data analysis and reporting, as well as collaboration with various technical units within the country office to ensure smooth operations. The Asistente de Programas will also engage with key stakeholders, including financial partners and local authorities, to facilitate communication and coordination in the implementation of CBT initiatives. Duties and Responsibilities:
  • Implement specialized activities related to cash-based transfers (CBT), ensuring adherence to operational standards and effective execution of payment cycles.
  • Support project management and country office operations concerning monetary transfers, ensuring compliance with established procedures and policies.
  • Assist in the analysis and reporting processes, including beneficiary list validation, financial reconciliation, and coordination with financial partners.
  • Maintain accurate and timely data records in accordance with institutional guidelines.
  • Collaborate with technical units (Budget, Finance, Procurement, Programs) and implementing partners to ensure effective execution of monetary transfers and resolution of operational issues.
  • Facilitate institutional communication with key actors involved in CBT implementation, including local authorities and government agencies.
  • Serve as a point of contact for general inquiries regarding operations and seek assistance when necessary.
  • Support fundraising processes related to CBT implementation, including innovative financing mechanisms.
  • Assist in operational analyses to evaluate the effectiveness and quality of cash assistance implementation, providing evidence for strategic decision-making. 1
  • Collaborate with monitoring teams to track CBT implementation on the ground, participating in data collection and field visits.

Required Qualifications:
  • Completion of pre-university education cycle. A technical or university certificate in a relevant functional area is desirable.
  • A minimum of five years of experience in a relevant functional area is required.
  • Proficiency in spoken and written Spanish is mandatory. Intermediate English is desirable.

Educational Background:
Candidates should have completed their pre-university education cycle. A technical or university degree in a relevant field will be considered an asset, enhancing the candidate's qualifications for the role.

Experience:
The position requires a minimum of five years of relevant experience in the functional area related to cash-based transfers or similar humanitarian assistance programs. Experience in project management and operational support is highly valued, as well as familiarity with food security and nutrition issues.

Languages:
Fluency in Spanish, both spoken and written, is mandatory for this position. Intermediate proficiency in English is considered an asset, as it may facilitate communication with international partners and stakeholders.

This position is classified as a Service Contract (SC-5) and is based in Havana, Cuba. The contract duration is for 12 months, with the possibility of extension based on organizational needs.
